Redirects employee contribution to Public Employees Retirement System to account to be used to pay for pension or other retirement benefits payable to member or member's beneficiary accrued on or after January 1, 2020. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party. Declares emergency, effective on passage.

Directs Department of Education to provide reimbursements for vision screenings of students to person that provided vision screening. Appropriates moneys from General Fund to Department of Education for deposit in Vision Health Account to make reimbursements for vision screenings. Declares emergency, effective July 1, 2019.

Appropriates moneys from General Fund to Oregon Department of Administrative Services for distribution to Grant County Digital Network Coalition for purpose of developing broadband infrastructure in Grant County. Declares emergency, effective July 1, 2019.

Includes City of Adrian within Eastern Oregon Border Economic Development Region. Establishes that southern boundary of region is one mile south of southernmost point of boundaries of City of Adrian. Declares emergency, effective on passage.

Requires Department of Human Services to adopt by rule program that provides financial assistance to recipients of supplemental nutrition assistance for purchasing locally grown fruits and vegetables from participating farmers' markets, farm share sites and retail outlets. Requires program match amounts that recipient spends on certain eligible foods. Appropriates moneys from General Fund to department to implement program. Declares emergency, effective on passage.

Directs Department of Transportation to expedite post-imposition hearing when driving privileges are suspended for physical or mental condition or impairment.

Provides that fixed percentage of certain forecasted video lottery revenues , adjusted for certain allocations to Regional Solutions Program, ] be transferred to counties for economic development. Provides that disbursals to counties from video lottery revenues be adjusted to compensate for differentials between previous ] biennium's forecasted revenues and actual revenues. Takes effect on 91st day following adjournment sine die.

Removes sunset on provisions that allow foreign exchange students residing in dormitories to be considered resident students for purpose of State School Fund distributions.

Defines "rural communities" and "frontier communities" for purposes of Local Innovation and Fast Track Housing Program. Requires minimum of 10 percent of moneys available in program to be spent for rural communities and minimum of 10 percent for frontier communities.
