Relating to electrical inspectors.

Allows municipality with building inspection program that includes administration and enforcement of electrical code to use contracted electrical inspectors.

Relating to land use planning that does not comply with goals in rural counties without population growth; declaring an emergency.

Allows county with no population growth, and city within county with no population growth, to adopt exception to any statewide land use planning goal for certain purposes, with exceptions. Requires Land Conservation and Development Commission to review and approve proposed exception within 60 days of receiving notice from county or city. Permits person adversely affected by adoption of exception to obtain judicial review of exception. Directs Oregon Business Development Department to monitor adoption of exceptions by counties with no population growth and cities within counties with no population growth. Appropriates moneys from General Fund to department for monitoring costs. Requires department to submit report to interim committee of Legislative Assembly no later than September 15, 2022. Declares emergency, effective on passage.

Relating to enforcement time limits for well construction activities; prescribing an effective date.

Provides that Water Resources Commission has certain amount of time to enforce general or special standards related to well construction activities. Establishes Task Force on Oregon Well Construction Enforcement Activities. Sunsets task force on December 31, 2020. Takes effect on 91st day following adjournment sine die.

Relating to expansion of infrastructure in rural areas; declaring an emergency.

Directs Oregon Broadband Advisory Council to study issues related to expansion of broadband capacity and access. Requires council, based on findings of its study, to establish statewide broadband plan and submit report to interim committees related to economic development on or before September 15, 2020. Authorizes council to propose legislation for 2021 regular session based on its findings with respect to study of public-private partnerships. Appropriates moneys to Oregon Business Development Department for Rural Broadband Capacity Pilot Program grants for broadband infrastructure projects in rural areas that lack adequate broadband access. Declares emergency, effective on passage.

Authorizes issuance of $10 million in lottery bonds for deposit in Levee Project Subaccount to be used for any purpose for which funds in subaccount may be used. Declares emergency, effective on passage.

Relating to paying the cost of health care services.

Requires health benefit plans, state medical assistance program, Public Employees' Benefit Board and Oregon Educators Benefit Board to pay for standard fertility preservation services for covered individual who will undergo medical treatment that is likely to result in iatrogenic infertility.

Provides that when state agency is required by statute to mail notice to person, and agency has on file post office box address, agency must mail notice to post office box address.
