Establishes Indian Health Scholarship Program to provide free tuition and fees for qualifying Indian health profession students in exchange for student commitment to work at tribal service site after graduation. Appropriates moneys for 2019-2021 biennium to Oregon Health and Science University for purpose of administering Indian Health Scholarship Program. Declares emergency, effective July 1, 2019.
Provides that fixed percentage of certain forecasted video lottery revenues , adjusted for certain allocations to Regional Solutions Program, ] be transferred to counties for economic development. Provides that disbursals to counties from video lottery revenues be adjusted to compensate for differentials between previous ] biennium's forecasted revenues and actual revenues. Imposes new requirements on pharmacy benefit managers registered in this state. Declares emergency, effective on passage.
Establishes Task Force on Educator Health Benefits to review benefit plans provided through Oregon Educators Benefit Board, analyze benefits and administration of benefit plans and determine whether provisions related to board have resulted in cost savings. Allows school districts, education service districts and community college districts to contract for benefit plans other than benefit plans provided and administered by board. Allows certain public bodies to jointly insure for health insurance coverage if self-insured health insurance program has at least 500 covered employees and dependents and retired employees and dependents. Requires board to provide claims data to districts.
Requires Department of Human Services to adopt by rule ] contract with nonprofit organization to implement and administer program that provides financial assistance ] to assist recipients of supplemental nutrition assistance for ] in purchasing locally grown fruits and vegetables from participating ] farmers' markets, farm share sites and retail outlets that participate in program . Requires program match amounts that recipient spends on certain eligible foods. ] Appropriates moneys from General Fund to department to be distributed to nonprofit organization that has contracted with department to implement and administer program and match amounts that recipient spends on certain eligible foods . Sunsets January 2, 2022. Declares emergency, effective on passage.
Requires State Department of Fish and Wildlife to biennially report to Legislative Assembly regarding estimated change in wolf population. Requires Legislative Assembly to identify amount of state funding necessary to provide counties with assistance sufficient for carrying out essential features of county programs regarding wolf depredation and financial assistance. Requires Legislative Assembly to review estimate of change in wolf population prior to making appropriation to fund used for wolf depredation and financial assistance grant program. Requires that Legislative Assembly establish, to extent practicable, fund appropriation amount greater than identified necessary funding amount and reflecting estimated change in wolf population. Requires that Legislative Assembly, to extent practicable, direct that minimum percentage of appropriation be expended for financial assistance to persons who implement livestock management techniques or nonlethal wolf deterrence techniques designed to discourage wolf depredation of livestock.
Provides that Oregon estate tax is imposed only on estates of decedents dying on or before December 31, 2018. Takes effect on 91st day following adjournment sine die.
Provides that person commits crime of harassment if person intentionally harasses or intimidates owner, employee or customer of licensed child care facility by repeatedly recording owner, employee or customer outside facility. Punishes by maximum of six months' imprisonment, $2,500 fine, or both. Declares emergency, effective on passage.
Requires party to nominate between three and five qualified persons to fill vacancy when vacancy occurs in partisan elective statewide office and individual last elected to office was affiliated with major political party. Requires Governor to select one of nominated persons for appointment. Establishes timelines for nomination and appointment.
