Prohibits State Fish and Wildlife Commission from designating private property as essential, important, probable or possible habitat without verifiable evidence of sensitive species, threatened species or endangered species on property.
Directs Oregon Department of Emergency Management to develop and implement program to award grants for fairgrounds used as emergency evacuation sites. Takes effect on 91st day following adjournment sine die.
Restores criminal penalties for possession of controlled substance offenses to level prior to enactment of Drug Addiction Treatment and Recovery Act of 2020 (Ballot Measure 110 (2020)) when person has been previously cited for Class E violation for possession of controlled substance. Provides that person charged with crime, who would otherwise have been charged with Class E violation pursuant to Ballot Measure 110 (2020), is eligible for diversion upon first charge after previous citation and for any drug court offered in county upon second charge.
Recognizes and honors Robin A. Church for her outstanding service to people of Oregon.
Requires practitioner to query electronic prescription monitoring system with respect to patient prior to issuing to, or renewing for, patient prescription for certain prescription drugs. Takes effect on 91st day following adjournment sine die.
Requires school districts to develop, review and revise individualized suicide prevention protection plan for each youth who demonstrates suicidal behavior. Requires State Board of Education, in consultation with Oregon Health Authority, to adopt rules for school districts to implement individualized suicide prevention protection plans and adopt standard form for use in developing for youth individualized suicide prevention protection plan. Requires Department of Education and Oregon Health Authority to maintain record of all individualized suicide prevention protection plans developed. Requires school district's plan on student suicide prevention to include training for all school employees in preventing suicide. Directs Oregon Health and Science University to convene work group to examine ways to improve individualized suicide prevention protection plans and manage disruptive classroom environments during a behavioral or mental health crisis. Directs university to submit report on work group's findings and recommendations to interim committees of Legislative Assembly related to education and human services no later than September 15, 2024.
Reduces notice period before removal of homeless individuals from established camping site to 24 hours. Eliminates certain requirements related to storage of personal property removed from camping site. Eliminates preemption of section by local law. Declares emergency, effective on passage.
Repeals single-use checkout bag prohibitions.
Changes minimum contract price at which prevailing rate of wage applies to public works projects from $50,000 to amount that Oregon Department of Administrative Services determines by rule. Specifies that department must set contract price at $64,000 for year ending on December 31, 2024, and each year by March 31 must specify new contract price that reflects percentage change in U.S. City Average Consumer Price Index for previous calendar year. Becomes operative January 1, 2024. Takes effect on 91st day following adjournment sine die.
Requires State Forester to actively manage state forestlands to achieve and maintain low forest fuel load levels.
