Relating to administration of estate tax; prescribing an effective date.

Directs Department of Revenue to waive penalties and interest otherwise imposed on estates of decedents for delinquent or late tax filing or payment. Requires refund of previously remitted penalties and interest. Applies to estates of decedents dying on or after January 1, 2018, and before January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to conforming estate tax to federal basic exclusion amount; prescribing an effective date.

Provides that, for estate of decedents dying on or after January 1, 2023, Oregon estate tax is not due unless value of Oregon taxable estate equals or exceeds $12.92 million. Raises threshold for filing of estate tax return to gross estate valued at or more than $12.92 million. Adjusts exclusion amount and filing threshold for inflation. Takes effect on 91st day following adjournment sine die.

Requires licensed health care provider to provide vaccine information packet to patient to whom licensed health care provider administers vaccine. Requires Oregon Health Authority to maintain website that provides specific vaccine information. Takes effect on 91st day following adjournment sine die.

Relating to the environmental impact of camping sites used by homeless individuals on the waters of the state; prescribing an effective date.

Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters. Directs department to remove individuals from camping site and clean camping site as necessary to protect state waters. Takes effect on 91st day following adjournment sine die.
