Exempts collection, storage or use of diffuse surface water from falling rain, melting snow or other precipitation from requirement to obtain water right permit or certificate.
Requires Department of State Lands to petition United States Congress for transfer of certain public lands. Requires department to manage lands as trustee for benefit of counties where lands are sited.
Provides, for purposes of ad valorem property taxation, frozen assessed value for homestead of individual at least 68 years of age, or person with disability, if homestead and individual would be eligible for homestead property tax deferral program but for fact that homestead is pledged as security for reverse mortgage. Provides that frozen assessed value equals assessed value of homestead for property tax year immediately preceding first property tax year to which valid claim relates. Provides that, after occurrence of certain circumstances, homestead shall be assessed and taxed as other property similarly situated is assessed and taxed. Sunsets program after six years. Maintains frozen assessed value for homesteads granted frozen assessed value before sunset. Takes effect on 91st day following adjournment sine die.
Creates process by which person may file post-conviction relief petition due to currently available relevant forensic scientific evidence at any time after conviction.
Urges Congress to pass legislation to allow for optional, incremental transfer of federal lands to states.
Proposes amendment to Oregon Constitution to allow Legislative Assembly, by adoption of joint resolution, to repeal administrative rule or amendment of administrative rule adopted by executive branch agency. Refers proposed amendment to people for their approval or rejection at next regular general election.
Abolishes annual one-hour change in time from standard time to daylight saving time and maintains Oregon on standard time for all 12 months of calendar year, except in portion of Oregon in Mountain Time Zone. Further amends law to maintain Oregon on daylight saving time, except in portion of Oregon in Mountain Time Zone. Becomes operative at 2 a.m. on second Sunday of first March following enactment of changes in federal law that allow states to adopt daylight saving time as standard of time for all 12 months of calendar year. Repeals advancement to daylight saving time standard and restores standard time for entirety of calendar year as standard of time in portion of Oregon in Pacific Time Zone if required changes in federal law have not been enacted by December 1, 2033.
Prohibits Department of Human Services from disclosing records and reports related to child abuse investigations to certain entities unless court finds report of abuse is founded. Requires department to record any questioning of parent or child regarding suspected child abuse and to make recording available to parent or child. Directs law enforcement agency to provide copy of finalized report of suspected child abuse to person making report and alleged victim of abuse no more than five days after report is finalized. Requires hospital or other entity conducting interview regarding suspected child abuse to provide copy of interview report to person being interviewed no later than seven business days after report is finalized. Prohibits department from administering, providing or authorizing certain services to child in protective custody without consent of custodial parent or legal guardian or, if custodial parent or legal guardian is unavailable, juvenile court. Takes effect on 91st day following adjournment sine die.
Adds vaccines to definition of "children's product" for purposes of Toxic-Free Kids Act.
Requires labor organization that is exclusive representative of public employees to prepare annual financial disclosure report describing labor organization's expenditures of moneys collected by and paid to labor organization. Requires labor organization to submit copy of report to Employment Relations Board each year and make report available to employees within bargaining unit in manner prescribed by board by rule. Requires board to make report accessible to public on Internet. Allows board to impose civil penalties against labor organization that fails to comply with reporting requirements.
