Modifies manner of committing crime of assault in the third degree against certain public transportation employees. Expands class of persons against whom crime may be committed, from public transportation vehicle operators in control of or operating vehicle, to any employee of certain transportation districts while employee is acting within scope of employment. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.

Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.
Provides that municipal bank is not required to obtain deposit insurance from Federal Deposit Insurance Corporation. Provides that municipal bank may act as depository or custodian of public funds under certain conditions.
Authorizes issuance of $10 million in lottery bonds for deposit in Levee Project Subaccount to be used for any purpose for which funds in subaccount may be used. Declares emergency, effective on passage.
