Relating to public health infrastructure facilities; declaring an emergency.

Makes a public health infrastructure facility an allowed use on any zone if the Oregon Health Authority, Department of Environmental Quality or United States Environmental Protection Agency has established a deadline for the development of the facility. Limits criteria that a local government may apply in approving the development. Applies to certain applications already under review. Declares an emergency, effective on passage.

Relating to statewide economic development plans.

Requires the Oregon Business Development Department to review statewide economic development plans and strategies implemented in the other states and submit a report to the Legislative Assembly that includes recommendations for the creation of a statewide economic development plan for Oregon. Specifies stakeholders with which the department shall consult in the conduct of the study.
