Makes a public health infrastructure facility an allowed use on any zone if the Oregon Health Authority, Department of Environmental Quality or United States Environmental Protection Agency has established a deadline for the development of the facility. Limits criteria that a local government may apply in approving the development. Applies to certain applications already under review. Declares an emergency, effective on passage.

Applies the prevailing rate of wage to certain off-site custom work fabricated, assembled or produced in accordance with specifications for a particular public works. Specifies examples of such custom work. Takes effect on the 91st day following adjournment sine die.

Requires the Oregon Business Development Department to review statewide economic development plans and strategies implemented in the other states and submit a report to the Legislative Assembly that includes recommendations for the creation of a statewide economic development plan for Oregon. Specifies stakeholders with which the department shall consult in the conduct of the study.

Establishes the Task Force on Health Care Training Partnerships and directs the task force to report to an interim committee of the Legislative Assembly related to health care no later than December 15, 2026. Takes effect on the 91st day following adjournment sine die.

Directs the Department of Justice to dedicate an attorney and an investigator for issues related to federal requests for information about immigrant status. Directs state agencies to forward requests to the attorney.

Requires the Department of Corrections to study the Corrections Ombudsman. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary no later than September 15, 2026.
