Appropriates moneys to Oregon Health Authority to use to continue pilot program providing grants to entities to operate mobile health units. Declares emergency, effective July 1, 2023.
Establishes limits on campaign contributions that may be accepted by candidates and political committees. Requires political committee to identify as caucus, measure, multicandidate, political party, recall or small donor political committee. Prohibits person from controlling more than one of each committee. Authorizes Secretary of State and Attorney General to require return of contribution excess of limits and impose civil penalty up to 100 percent of total amount of contribution. Repeals Ballot Measure 47 (2006), currently held in abeyance, which establishes limits on political campaign contributions and independent expenditures on candidate races and establishes certain campaign finance disclosure requirements. Establishes Small Donor Elections Program to enable candidates for office of state Representative and state Senator to receive 6-to-1 match on small dollar donations. Limits matching funds. Allows resident taxpayers to designate contribution to Small Donor Elections Fund on income tax return form. Directs most election law penalties to Small Donor Elections Fund. Becomes operative on November 4, 2026. Refers Act to people for their approval or rejection at next regular general election. .
Creates tax credit for contributions to publisher of local journalistic publication. ] Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. ] Directs Oregon Department of Administrative Services to issue one-time ] grants for purposes related to supporting Oregonians' local news and information needs ] to specified recipients . Directs recipients to convene work group to carry out specified duties related to local journalism. Sunsets January 2, 2026.
Allows veterans to participate in Oregon Promise program if first enrolled in classes within 12 months after discharge from military. Permits veterans to participate in program without having to use GI Bill benefits or having program benefits reduced by amount received by GI Bill.
Provides that driver licenses and identification cards expire eight years after date of issuance.
Proposes amendment to Oregon Constitution to cease requirement of returning surplus revenue to personal income taxpayers. Refers proposed amendment to people for their approval or rejection at next regular general election.

Freezes tax assessed value for certain new residential construction for five property tax years. Applies to tax years beginning on or after July 1, 2023. ] Allows residential uses ] affordable housing on lands zoned for commercial uses within urban growth boundaries. Limits Land Use Board of Appeals' review of approved middle income developments and allows board to accept additional evidence upon which to review such approvals. Sunsets January 2, 2028. ] Allows local governments to extend decision-making period for application to develop residential structures within urban growth boundary or to reconsider land use decision for development of residential structures. Makes permanent requirements that local governments allow siting of certain emergency shelters, conditioned upon latest estimates of percentage of individuals experiencing homelessness. Awards attorney fees for successful appeal of local government's denial ] certain appeals of emergency shelter application. Becomes operative on passage. Expands definition of "residential homes" and "residential facilities" that local governments must approve under same standards as other residential uses. Allows attorney fees for certain applicants whose approval is appealed. ] Requires Department of Consumer and Business Services to update Oregon Structural Specialty Code to allow additional single-exit residential occupancies. Requires Housing and Community Services Department to study housing. Directs department to submit findings to interim committees of Legislative Assembly related to housing no later than September 15, 2024.
Establishes Food for All Oregonians Program in Department of Human Services to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status or lack of Social Security number . Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity.
