Requires State Treasurer to exit from certain carbon-intensive investments, subject to fiduciary duties. Requires State Treasurer to develop plan to protect state investments from risks related to climate change. Requires State Treasurer to issue periodic reports on actual and planned progress towards completion of duties imposed under Act.
Creates credit against income taxes for selling publicly supported housing to retain as affordable housing. Applies to sales of housing completed in tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Allows physician to prescribe continuous glucose monitor to certain patients whether or not physician specializes in endocrinology. Requires medical assistance and health insurance to provide, as pharmacy benefit, coverage of or payment or reimbursement for continuous glucose monitor prescribed by physician. ] Requires medical assistance to include continuous glucose monitor for specified recipients of medical assistance. Defines "continuous glucose monitor."
Makes certain graduate and post-graduate student workers eligible employees for purposes of Oregon Public Service Retirement Plan.

Directs Department of Human Services to establish and administer program to provide services to youth with acute needs and families of such youth. Specifies contract requirements. Appropriates moneys from General Fund to Department of Transportation, for biennium beginning July 1, 2023, for improving safety and increasing access to walking, biking and transit on state highways that serve as community main streets. Declares emergency, effective July 1, 2023.

Makes employment agencies subject to prohibition against inquiries regarding salary history and past criminal convictions. Becomes operative on January 2, 2024.
