Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.

Creates trauma practice integration program in Governor's office to provide assistance to state agencies and private entities in providing trauma-informed services to children and adolescents. Directs Governor to appoint Director of Trauma Practice Integration. ] Directs Oregon Department of Administrative Services to enter into contract with nonprofit organization to create trauma-informed practice integration program. Declares emergency, effective July 1, 2019.

Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures and required fees. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative January ] July 1, 2020. Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution that establishes Personal Investment in Education Fund in State Treasury and directs that moneys determined to be excess revenues under excess revenue "kicker" process be deposited in fund rather than refunded to personal income taxpayers. Dedicates moneys in fund to support kindergarten through grade 12 education with priority given to seismic rehabilitation grant program and student behavioral health counseling. Requires three-fifths majority vote of members of each house of Legislative Assembly for appropriation of moneys in fund. Refers proposed amendment to people for their approval or rejection at special election held on same date as next primary election.

Requires school district to report on number of incidents during which students of classroom were removed from classroom because other student in classroom was acting in manner that would threaten to cause harm to student, to injure other person or to damage school property. Sunsets requirement on December 31, 2025. Directs school districts to identify number and type of injuries sustained by employees from students. ] Directs Department of Education to conduct study to investigate options for sharing best practices related to improving student behaviors. Declares emergency, effective July 1, 2019.

Prohibits police officers commissioned by public university from carrying firearms as police officers outside of police headquarters if public university is located in city with population exceeding 150,000. Becomes operative January 1, 2020. Takes effect on 91st day following adjournment sine die.

Grants higher property tax exemption for property of veterans with service-connected disabilities. Grants exemption for veteran's surviving spouse who remains unmarried. Takes effect on 91st day following adjournment sine die.

Designates rescued shelter dogs and cats as official state pet.

Creates crime of unlawful storage of firearm. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes second and subsequent convictions by maximum of five years' imprisonment, $125,000 fine, or both. Requires gun dealers to post notice concerning obligation to store firearms in safe manner. Prohibits sale, delivery or transfer of firearm to person convicted of unlawful storage of firearm for five-year period after conviction. Punishes unlawful sale, delivery or transfer by maximum of 364 days' imprisonment, $6,250 fine, or both.

Authorizes Director of Employment Department to prescribe rules that provide individual may not be excluded from being deemed unemployed solely because of service performed for employing unit under legal compulsion for which individual has not received pay on individual's regular payday. Provides that individual continues to be deemed unemployed until earlier of date on which individual begins to receive payment on regular payday or individual permanently ceases work for employing unit. ] Provides state-funded program to pay unemployment benefits to individuals on active duty in U.S. Coast Guard and stationed in this state who are legally compelled to provide regular service in U.S. Coast Guard ] employees of United States and active duty members of Armed Forces of United States who are required to perform service without receiving ] compensation due to lapse of federal appropriations and who would otherwise be eligible for unemployment compensation for federal employees or ex-servicemembers under federal law. Appropriates moneys to Employment Department for purposes of paying benefits and costs necessary ] incurred by department to administer benefit program. Provides that back pay shall be considered earnings in determining benefits payable to individual for period for which back pay has been or is paid. Permits Director of Employment Department to use additional methods for recovering benefits erroneously paid to claimant through no fault of claimant and requires director to waive recovery of such overpaid benefits if recovery would be against equity and good conscience. Requires director to make reasonable efforts to advise new claimants for benefits of procedures for recovery of benefits paid in error. Prohibits reduction of back pay paid or awarded to an individual to reflect benefits that individual received during period for which back pay was paid or awarded. Declares emergency, effective on passage.
