Clarifies that "live entertainer" is employee and not independent contractor. Prohibits live entertainment facility from employing or otherwise permitting person to perform live entertainment at facility unless person is live entertainer who is 18 years of age or older. Requires operator of live entertainment facility to submit name and proof of age of live entertainers who are employed at facility to Bureau of Labor and Industries. Authorizes Commissioner of Bureau of Labor and Industries to establish by rule registration system for purpose of tracking and verifying ages of live entertainers employed by live entertainment facilities. Directs bureau to adopt rules necessary to implement requirements of Act.

Requires pharmaceutical manufacturers to report to Department of Consumer and Business Services total cost of patient assistance programs and information on financial assistance provided to pharmacies, government agencies and advocacy organizations. Excludes proprietary information from disclosure on department's website. Requires state-sponsored programs that use pharmacy benefit managers to use fee-only pharmacy benefit managers. Requires insurers to post specified information regarding formulary, tiers and costs to insurer's website. Requires 60-day advance notice to enrollees adversely affected by change in formulary. Requires insurer and allows pharmacy to notify insured that if cash price for drug is less than insured's cost-share for drug, insured may pay cash price and expense must be counted toward deductible or out-of-pocket maximum. Requires hospitals and other medical providers to disclose in patient billing information regarding mark-up on price of drug. Also requires billing to disclose price of drug charged to specified state agencies and insurers. Requires specified state agencies to report to Legislative Assembly on high-cost drugs. Requires Oregon Health Authority to refer to Pharmacy and Therapeutics Committee any drug exceeding specified cost. Requires patient advocacy organization with budget exceeding $50,000 that has registered lobbyist in this state to report to Oregon Government Ethics Commission and Oregon Health Authority specified information regarding funding received from participants in pharmaceutical supply chain. Requires pharmacy benefit managers to report to Department of Consumer and Business Services and plan sponsors specified information regarding rebates, reimbursements, fees and incentives paid for drugs by manufacturers, insurers and pharmacies. Requires drug advertisement to disclose wholesale price of drug.

Provides that action based on sexual assault or knowingly allowing, permitting or encouraging sexual assault that occurs when person is 18 years of age or older must be commenced within seven years from date person discovers, or in exercise of reasonable care should have discovered, causal connection between sexual assault and injury. Revives certain claims previously barred by statute of limitations. Declares emergency, effective on passage.

Directs Department of Justice, in consultation with Oregon District Attorneys Association and Oregon State Bar, to study rule and statutory changes to encourage prosecution of sex crimes and to report results to interim committees of Legislative Assembly related to judiciary on or before September 15, 2020. Sunsets January 2, 2021.

Requires State Department of Fish and Wildlife to establish program for strategic investments in initiatives related to ocean acidification and hypoxia. ] Appropriates moneys from General Fund to department for purposes of program. ] Oregon Ocean Science Trust, State Department of Fish and Wildlife and Higher Education Coordinating Commission in certain amounts for certain purposes related to ocean chemistry. Declares emergency, effective July 1, 2019.

Enacts Interstate Compact for Agreement Among the States to Elect the President by National Popular Vote.

Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures and required fees. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative January 1, 2020. Declares emergency, effective on passage.

Establishes product stewardship program for mattresses. Establishes Mattress Stewardship Fund. Establishes mattress stewardship program advisory committee. Becomes operative January 1, 2020. Requires stewardship organizations to submit initial ] plans for mattress stewardship programs to be submitted ] to Department of Environmental Quality no later than April 1, 2021. Provides that mattress stewardship program developed pursuant to approved plan may first be implemented no earlier than January 1, 2022 ]. Imposes civil penalty ] penalties for violation of program provisions not to exceed $25,000 ] , per day for each day of violation , $100 for violation by retailer, $1,000 for violation by producer or renovator and $1,000 for violation by stewardship organization . Declares emergency, effective on passage.

Establishes Task Force on Forest Health Enhancement to design program for carrying out ] develop recommendations for certain forest-related activities. Requires task force to make every effort to report recommendations to interim ] committee of Legislative Assembly related to natural resources no later than September 15, 2020 ] by date of convening of 2020 regular session of Legislative Assembly, or as soon as possible . Sunsets task force December 31, 2020. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

Prohibits sale, purchase or use of pesticide chlorpyrifos. ] Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. ] Requires State Department of Agriculture to review current scientific data regarding safety of pesticide products containing chlorpyrifos. Requires department to report findings and recommendations to interim committee of Legislative Assembly no later than January 1, 2020. Requires department to review data for registered pesticide products containing chlorpyrifos and add additional restrictions as warranted. Sunsets January 2, 2024. Declares emergency, effective on passage.
