Relating to catalytic converters.

Prohibits scrap metal business from purchasing or receiving catalytic converters, except from commercial seller or owner of vehicle from which catalytic converter was removed. Modifies record keeping requirements for purchase or receipt of metal property. Modifies defense to charge of unlawfully transporting metal property. Adds certain conduct to offense of purchasing or receiving metal property. Prohibits dismantler from acquiring catalytic converter that has been removed from vehicle.

Relating to sexual abuse in the second degree.

Increases penalties for criminal sexual contact with underage victim when defendant is victim's teacher. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Directs Oregon Criminal Justice Commission to classify certain instances of sexual abuse in the second degree committed by teacher as crime category 8.

Relating to reports of death.

Requires that report of death indicate housing status of decedent. ] Requires that report of death for certain decedent who was homeless at time of death indicate that decedent's residence address was "Domicile Unknown."

Relating to presumption of violation of certain prohibitions against protected activities regarding workplace safety; and declaring an emergency.

Creates rebuttable presumption that person violated prohibition against retaliation or discrimination against employee or prospective employee if person takes certain action against employee or prospective employee within 60 days after employee or prospective employee has engaged in certain protected activities. Provides that employee or prospective employee bears burden of proof when person takes certain action against employee or prospective employee more than 60 days after employee or prospective employee has engaged in protected activities. Applies to complaints and civil actions filed in which decision or judgment is entered on or after effective date of Act. Declares emergency, effective on passage.

Relating to campaign finance.

Requires Secretary of State to randomly select for examination accounts of political committees. Requires that examinations occur four times per calendar year and determine whether committee accurately and timely complied with filing requirements during three months immediately preceding examination. Permits Secretary of State or Attorney General, upon reasonable suspicion of violation, to examine accounts of person, political committee or petition committee being investigated as result of elector filing complaint alleging violation of election law or rule.

Relating to transportation.

Increases required expenditure on footpaths and bicycle trails from one percent to five percent of amounts received from State Highway Fund. Applies to Department of Transportation, counties and cities under certain circumstances. Updates Oregon Bicycle and Pedestrian Advisory Committee membership and duties.

Relating to tax treatment of carried interest; prescribing an effective date; providing for revenue raising that requires approval by a three-fifths majority.

Imposes additional tax on investment services partnership income treated as net capital gain and taxed at lower rate on personal income taxpayer's federal return. Applies to tax years beginning on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.

Relating to identification of talented and gifted children.

Directs Department of Education to conduct study related to identification of talented and gifted children and to report results of study to interim committee of Legislative Assembly related to education. ] Sunsets December 31, 2021. ] Declares emergency, effective on passage. ] Directs school districts to use inclusive and effective methods for identifying talented and gifted children and communicating with parents about process for identifying talented and gifted children.
