Prohibits, in specified areas of law, discrimination or harassment against persons based on caste. Authorizes enforcement of prohibition through civil action for actual and punitive damages. Authorizes attorney fees in civil proceedings for unlawful discrimination. Includes caste as protected class in bias crimes and incidents. Prohibits profiling by law enforcement agency or officer based on caste. Adds caste to real or perceived factors of motivation or basis for conduct addressed by standards for law enforcement officers. Requires law enforcement agencies to report statistics concerning crimes motivated by prejudice based on perceived caste. Adds caste to classes protected by community engagement plans for planning water projects. Adds caste to classes promoted by affirmative action by state boards, commissions and advisory boards and all branches of state government. Adds caste to types of persecution or well-founded fears of persecution that refugee children are defined to have experienced. Prohibits public charter schools from limiting student enrollment based on caste. Includes caste within cultural competence guidelines developed by System of Care Advisory Council. Prohibits person that sells guaranteed asset protection waiver in sale of motor vehicle from varying terms based on caste. Requires state agencies to eliminate discrimination based on caste. Requires state agencies to adopt any rules related to implementation of provisions of Act no later than January 1, 2024. Declares emergency, effective on passage.

Establishes Statewide Steering Committee on Sickle Cell Disease. Requires committee, with regards to sickle cell disease, to establish statewide network of stakeholders, provide education services, identify funding sources and make recommendations. Requires Oregon Health Authority, in consultation with committee, to provide social support and other services for individuals with sickle cell disease, establish system to provide information to individuals, or parents or guardians of individuals, who have sickle cell trait, maintain webpage with resources for health care providers regarding care and treatment of individuals with sickle cell disease and conduct annual review of treatment plans and services provided for individuals with sickle cell disease eligible for medical assistance under Oregon Health Plan. Requires committee, in consultation with authority, to study ways to provide outreach and improve access to and coordination of health care, social support and other services for individuals with sickle cell disease, whether to establish sickle cell disease registry and whether medications, treatments and services for individuals with sickle cell disease covered by Oregon Health Plan are sufficient. Directs committee to submit findings to interim committees of Legislative Assembly related to health care no later than June ] November 30, 2024. Requires health benefit plans to cover fertility preservation for individuals with sickle cell disease. ].
Proposes amendment to Oregon Constitution to require majority of each house of Legislative Assembly to be present to conduct business. Refers proposed amendment to people for their approval or rejection at next regular general election.
Establishes Universal School Meal Account for purpose of reimbursing school districts for certain costs incurred in providing federally reimbursable meals. Provides for prioritization of distributions if funds are insufficient to make reimbursements. Declares emergency, effective July 1, 2023.
Prohibits state from paying costs of travel to or from Oregon for employee in state service who telecommutes from principal worksite more than 60 miles outside this state , unless collective bargaining agreement provides otherwise or essential requirements of position make it necessary for employee to telecommute from outside this state .
Directs Department of Human Services to maintain inventory of luggage carriers for use when transporting personal effects of foster children. Directs department to maintain record of each instance when trash bags are used to transport foster child's personal effects and explanation of use of trash bag. ] Directs department to submit annual reports regarding transportation of personal effects of foster children to interim committees of Legislative Assembly related to human services. Provides employee with right to refuse to perform task assigned by employer under certain circumstances. Protects employee against disciplinary action for exercising right. ] Prohibits employer from retaliating or discriminating against employee for invoking right ] or prospective employee who, in good faith and with no reasonable alternative, refuses exposure arising from hazardous condition at place of employment . Allows employee to use sick leave to cover period when employee is not working due to employee's exercising right to refuse to perform assigned task. ] Requires Director of Department of Consumer and Business Services to adopt rules to implement provisions of Act that are in accordance with federal Occupational Safety and Health Act.
Modifies crime of organizing speed racing event. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes second and subsequent convictions within five-year period by maximum of five years' imprisonment, $125,000 fine, or both. Modifies crime of reckless driving to include activities related to speed racing. Authorizes criminal forfeiture of instrumentalities of crime of reckless driving. Takes effect on 91st day following adjournment sine die.
Authorizes board of directors of rural fire protection district to annex to district, under certain circumstances, lands that are within coverage area of district. Takes effect on 91st day following adjournment sine die.
