Relating to wine labeling; and prescribing an effective date.

Requires that, to extent provided by Oregon Liquor Control Commission rules, if appellation of origin on wine label is American viticultural area in Oregon that is in larger American viticultural area, label must also identify larger American viticultural area. Requires commission to make requirement applicable by rule within Willamette Valley viticultural area. Prohibits use of American viticultural area on wine label in manner resembling brand. Creates exception. Applies to wine labeled on or after January 1, 2023. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2024. Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023. Repeals rule adoption requirement January 2, 2024. Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.

Relating to disability parking permits.

Directs Department of Transportation to issue up to two individual disability parking placards or decals upon request. ] Provides that temporary duplicate disabled person parking permit may be renewed by mail. Provides that temporary duplicate permit is valid for 120 days. Becomes operative on July 6, 2020.

Relating to sexual assault in correctional facilities.

Directs Department of Corrections to conduct study on sexual assault within women's correctional facilities and to report to interim committees of Legislative Assembly related to judiciary on or before February 1, 2020. ] Requires appointing authority to dismiss department or Oregon Corrections Enterprises employee convicted of sex crime committed against inmate or other employee. ] Requires department to adopt policy for reduction and prevention of sexual abuse and sexual harassment, and to publish policy on Internet website. ] Declares emergency, effective on passage. ] Directs Department of Corrections to provide audit report prescribed by Prison Rape Elimination Act of 2003 to Legislative Assembly no later than February 1 following completion of audit report.

Relating to farm breweries.

Establishes standards for establishment of farm breweries that produce less than 150,000 gallons of malt beverages ] on lands zoned for exclusive farm use or mixed farm and forest use for breweries that annually produce under 150,000 barrels of malt beverages total with under 15,000 barrels produced on farm brewery site .

Relating to professional authorizations; and prescribing an effective date.

Allows professional licensing board to issue nonrenewable temporary authorization to spouse of member of Armed Forces of United States stationed in Oregon and who holds eligible out-of-state authorization to provide occupational or professional service. Specifies expiration date of temporary authorization. Takes effect on 91st day following adjournment sine die.
