Relating to state financial administration; declaring an emergency.

Appropriates moneys from General Fund to Department of Education for purpose of awarding grants under Career and Technical Education Revitalization Grant Program. Appropriates moneys from General Fund to Higher Education Coordinating Commission for deposit in Community College Support Fund for distribution to community colleges and community college service districts for career and technical education programs. Declares emergency, effective July 1, 2019.

Relating to wine labeling; prescribing an effective date.

Requires that , to extent provided by Oregon Liquor Control Commission rules, if wine labeled with American viticultural area in Oregon is labeled with single grape variety as type designation, wine must meet specified content requirements. Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Establishes default content requirement for wines not subject to other content requirements. Applies ] Makes content requirements applicable to wine labeled on or after January 1, 2023. Imposes revised content requirements for wine bottled on or after January 1, 2030. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2030 ] 2023 . Relating to the withdrawal of the territory of a city from a special district; declaring an emergency.

Authorizes city that was annexed into special ] county service district to petition county board for withdrawal from district. Provides that if city that was annexed into special district upon election called only in such city wishes to withdraw from district, election called to withdraw city from district shall also be held only in city. ] Changes requirement that withdrawal petition must be approved or denied depending on feasibility of providing district service to territory described in petition to option for county board to approve or deny petition based on feasibility. Provides that if city is withdrawn from county service district, city and district must negotiate and finalize agreement for equitable division and disposal of district assets. Authorizes resolution by circuit court if city and district are unable to agree on division and disposal of district assets. Provides that if city was annexed into county service district upon election held only in city, and petition proposes withdrawal of city from district, election called to withdraw city from district must also be held in city. Declares emergency, effective on passage.
