Relating to solid waste management; declaring an emergency.

Directs Department of Environmental Quality to conduct study on solid waste management. Sunsets on date of convening of 2020 regular session of Legislative Assembly. Declares emergency, effective on passage.

Relating to transfers of human fetal tissue.

Prohibits person from soliciting or knowingly acquiring, receiving, transporting, implanting, processing, preserving, storing or accepting donation of human fetal tissue for purpose of transplanting the human fetal tissue into another person or animal under specified circumstances. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Establishes Teen Pregnancy Assistance Fund and requires prosecuting attorney to deposit proceeds of fines for violation of Act into fund. Continuously appropriates moneys in fund to Department of Education for sole purpose of providing financial assistance to girls who are enrolled in high school in this state, have had child while enrolled in high school and need financial aid for expenses connected with obtaining high school diploma.

Relating to the TriMet Crash Advisory Committee.

Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.

Relating to abortion.

Requires health care practitioner to exercise proper degree of care to preserve health and life of child born alive after abortion or attempted abortion. Requires health care practitioner to ensure child born alive is transported to hospital. Creates crime for failure to exercise proper standard of care, punishable by maximum of five years' imprisonment, $125,000 fine, or both. Allows specified person to bring civil action for damages and equitable relief against health care practitioner for failure to exercise proper standard of care. Directs court to award attorney fees to prevailing plaintiff. Allows court to order identity or personally identifiable information of specified person protected from disclosure.

Relating to income tax subtractions for student loan payments; prescribing an effective date.

Allows personal income taxpayers to subtract from taxable income amounts paid as principal of or interest on qualified education loans, if borrower is taxpayer, spouse or dependent of taxpayer. Reduces amount of allowed subtraction by amounts of interest deducted on federal return. Applies to interest paid in tax years beginning on or after January 1, 2019, and before January 1, 2025. Takes effect on 91st day following adjournment sine die.
