Requires State Department of Fish and Wildlife to annually establish special season during which holder of cougar tag or purchaser of sportspac may use dogs to hunt cougars. Limits special season to 30 days.
Limits percentage of general purpose grants that school districts and education service districts may expend on administrative expenses. Removes enrollment limitations for virtual public charter schools. Directs Department of Education to develop plan to allow students to attend any public school in state regardless of school district in which student resides. Directs Department of Education to develop plan to allow qualified high school students to enroll in post-secondary institutions of education and to have any costs incurred from enrollment paid from State School Fund. Directs Teacher Standards and Practices Commission to conduct study related to coteaching training models. Establishes minimum number of days in school year and prohibits inclusion of days on which students do not receive any instruction in calculation of number of days. Redirects certain employee contributions to Public Employees Retirement System to School Districts Unfunded Liability Fund to be applied against system liabilities of school district employers. Prohibits education providers from entering into certain agreements or contracts with former or current employees to remove specified information from documents maintained by education providers. Repeals Student Assessment Bill of Rights. Appropriates to Department of Education for deposit in High School Graduation and College and Career Readiness Fund amount prescribed to be deposited under High School Graduation and College and Career Readiness Act (Ballot Measure 98 (2016)). Declares emergency, effective July 1, 2019.
Appropriates moneys from General Fund to Higher Education Coordinating Commission for agricultural experiment station and branch stations, Oregon State University Extension Service and Forest Research Laboratory programs of Oregon State University.
Creates crime of patronizing a trafficked child. Punishes by maximum of 10 years' imprisonment, $250,000 fine, or both, if victim is child under 18 years of age. Punishes by maximum of five years' imprisonment, $125,000 fine, or both, if conviction is based on offer by or to law enforcement officer posing as child under 18 years of age. Directs Oregon Criminal Justice Commission to classify offense as person felony in specified crime category. Excludes certain evidence of past behavior of alleged victim or witness in prosecution for patronizing a trafficked child. Authorizes ex parte order for interception of communications when probable cause for patronizing a trafficked child exists. Adds crime of patronizing a trafficked child to definition of sex crime for purposes of sex offender registration. Adds crime of patronizing a trafficked child to list of crimes constituting racketeering activity. Adds allowing child to patronize a trafficked child to definition of child abuse. Repeals crime of purchasing sex with a minor.
Redirects employee contribution to Public Employees Retirement System to account to be transferred to School Districts Unfunded Liability Fund upon employee's retirement. Directs Public Employees Retirement Board to recalculate employer contribution rates to reflect savings attributable to Act. Provides for expedited review of Act by Supreme Court upon petition by adversely affected party. Declares emergency, effective on passage.
Prohibits application of annual farm income standard in defining dwelling or building customarily provided in conjunction with farm use on lands zoned for exclusive farm use.
Requires agency, board, commission or other instrumentality of state that lawfully seizes firearm to transfer firearm to Department of State Lands for disposition as unclaimed property. Requires department to deposit proceeds of sale of firearm into Emergency Housing Account and directs Housing and Community Services Department to disburse moneys deposited for purposes of assisting persons who are homeless or at risk of becoming homeless.
Requires local governments conducting buildable lands review within urban growth boundary to consider impacts on various income levels, to analyze housing price ranges and to consider gentrification.
Directs Department of Justice to report to appropriate committee or interim committee of Legislative Assembly no later than December 31, 2019, on special legal assistants and private counsel employed by department between January 1, 2008, and date of report. Takes effect on 91st day following adjournment sine die.
Appropriates moneys for distribution to State Workforce and Talent Development Board and local workforce development boards for expenditure, in accordance with federal workforce legislation, in support of job training opportunities. Declares emergency, effective on passage.
