Creates a process for challenging a charge, finding of guilt, conviction or sentence, by filing a motion in the trial court or a petition for post-conviction relief, based on evidence that the conviction or sentence was sought, obtained or imposed based on race, ethnicity or national origin. Applies retroactively to specified cases beginning January 1, 2027.

Proposes an amendment to the Oregon Constitution to require a majority of each house of the Legislative Assembly to be present to conduct business. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.

Establishes minimum amounts of reimbursement for primary care, optometry, dental care and behavioral health services provided to recipients of medical assistance.

Creates a refundable income tax credit for certain child care workers. Provides for a child care worker to elect to deposit the refund attributable to the credit in the Oregon Retirement Savings Plan. Provides for the credit to be claimed on the personal income tax return for the 2026 tax year. Takes effect on the 91st day following adjournment sine die.

Directs the Department of Human Services to establish an Exceptional Home Care Worker Certification program. Directs the Oregon Department of Administrative Services to study the feasibility of implementing a new classification for case managers who serve people with acute behavioral health needs. Directs the Department of Human Services and the Oregon Health Authority to study funding pathways for providing behavioral health services to seniors and persons with physical disabilities, a shared functional needs assessment tool and a process for incorporating housing benefit eligibility applications into the Oregon Eligibility (ONE) system. Directs the Department of Human Services to develop a data-driven argument for expanding the service priority levels for which an individual may be eligible for medical assistance.

Prohibits a person from publishing or causing to be published an environmental marketing claim, net zero claim or reputational advertising that is materially false, misleading, deceptive or fraudulent. Specifies what constitutes a materially false, misleading, deceptive or fraudulent environmental marketing claim or net zero claim or reputational advertising. Punishes a violation of the Act as an unlawful trade practice under the Unlawful Trade Practices Act and subjects the violator to statutory damages of $200 if a plaintiff can prove exposure to the claim or advertising and that the plaintiff purchased a product or service from the person based on the claim or advertising. Declares an emergency, effective on passage.

Requires the Housing and Community Services Department to study affordable housing. Directs the department to submit findings to the interim committees of the Legislative Assembly related to affordable housing not later than September 15, 2026. Sunsets on January 2, 2027.

Adds certain health care employees to the list of workers for whom certain stress disorders give rise to a presumption that a workers' compensation claim is compensable as an occupational disease.

] Provides that a [ person ] veteran with a disability is eligible for a veterans' recognition registration plate and may request a waiver of the surcharge imposed for the plate. Appropriates moneys to the Department of Transportation to cover the waivers.

Establishes the Early Childhood Education Workforce Development Fund and appropriates moneys in the fund to the Higher Education Coordinating Commission to provide funding to community colleges and public universities in this state that offer [ early childhood education degrees and certificates ] on-the-job training for students enrolled in early care and education or related degree or certificate programs . Declares an emergency, effective July 1, 2025.
