Relating to behavioral health services provided by federally qualified health centers.

Directs the Oregon Health Authority to study alternative payment methodologies to improve access to behavioral health care in federally qualified health centers in this state. Requires the authority to report to the Legislative Assembly no later than September 30, 2026. Sunsets on January 2, 2027.

Relating to standards for state agencies that award grants to nonprofit organizations; prescribing an effective date.

Requires the Oregon Department of Administrative Services to establish guidelines for state agencies to follow in designing programs and establishing budgets for ongoing or multiyear activities that state agencies intend to fund with grant moneys. Specifies contents for the guidelines. Requires the Commissioner of the Bureau of Labor and Industries to establish an advisory committee to assist the commissioner in determining a prevailing rate of wage and minimum benefits for employees of nonprofit organizations, providing guidance to state agencies in calculating labor costs and wage allocations the state agencies can use in establishing budgets for grant programs, delineating categories of work for the purpose of enabling the commissioner to determine an applicable prevailing rate of wage and minimum benefits and calculating and publishing data that state agencies can use in making adjustments to program and activity costs to account for inflation and cost-of-living allowances. Requires the commissioner at least once each program year to determine in consultation with the advisory committee the prevailing rate of wage and minimum benefits for workers in each category of work and region that the advisory committee establishes. Takes effect on the 91st day following adjournment sine die.

Relating to state financial administration; declaring an emergency.

Appropriates moneys from the General Fund to the Legislative Assembly to support a year-round legislative assistant position for each member of the Legislative Assembly. Declares an emergency, effective July 1, 2025.

Establishes the Climate Superfund Cost Recovery Program as an interagency response to the effects of climate change. Directs the Department of Land Conservation and Development to serve as the lead agency of an interagency team. Directs the Department of Environmental Quality to issue cost recovery demand notices to entities determined to be responsible for the costs of climate change. Requesting the FTC and the NIST to coordinate on a repair score for consumer electronic devices.

Requests that the Federal Trade Commission and the National Institute of Standards and Technology coordinate on and provide to manufacturers of electronic devices voluntary criteria for a one through ten repair score that may be displayed to consumers at the point of sale.

Relating to terminations of residential tenancies without tenant cause.

Prohibits landlords from terminating a tenancy based on certain causes unrelated to the tenant's fault during a school year if the tenant is a grade school student or teacher.

Requires the Department of Human Services to administer a program to provide medical assistance to employed individuals with disabilities without regard to the individuals' income or resources.
