Includes insurance in definition of real estate, goods and services that are subject to penalties for unlawful trade practices. ] Provides that violation of prohibitions against unfair claim settlement practices with respect to insurance is subject to enforcement action under Unlawful Trade Practices Act. Permits person to obtain, and court to award, appropriate equitable relief in addition to monetary damages under Unlawful Trade Practices Act. Requires Director of Department of Consumer and Business Services to request action before prosecuting attorney may take action under Unlawful Trade Practices Act against act or practice related to insurance.
Requires Department of Human Services to contract with up to two agencies providing agency with choice services. Specifies criteria for agencies that contract with department. Allows consumers to use private pay home care program through Home Care Commission to access agency with choice services and other home care services. ] Directs department to conduct study of barriers to implementing private pay home care worker program and prescribes elements of study. Requires department to report findings of study to interim committees of Legislative Assembly related to health and to human services by January 1, 2026. Requires department to report on implementation of agency with choice services to interim committees of Legislative Assembly related to human services by January 1, 2027. Allows provider of agency with choice services to serve individuals who are not enrolled in state medical assistance program beginning two years after provider starts offering agency with choice services. Makes persons providing agency with choice services mandatory reporters.
Creates Commission for Original Peoples from South America, Central America and Mexico. Prescribes duties of commission. Directs Oregon Advocacy Commissions Office to provide administrative oversight to commission. Allows Governor to assign member of Racial Justice Council as liaison with commission. Allows commission to provide nominee for appointment to Environmental Justice Council. Requires Department of Education to consult with commission in development of certain academic content. Establishes People's Housing Assistance Fund Demonstration Program, administered by Department of Human Services, to provide 12 monthly payments of $1,000 to individuals who are experiencing homelessness, are at risk of homelessness, are severely rent burdened or earn at or below 60 percent of area median income. Sunsets January 2, 2026. Requires Portland State University Homelessness Research and Action Collaborative to study long-term cash assistance programs and to report findings to interim committee of Legislative Assembly no later than September 15, 2024. Requires department to submit legislative concept for long-term cash assistance program to interim committees of Legislative Assembly no later than December 1, 2024, for introduction in 2025 regular session of Legislative Assembly. Declares emergency, effective on passage.
Requires Oregon Health Authority to conduct study and develop recommendations for classification system for traumatic brain injuries and training for first responders and law enforcement in identifying symptoms of traumatic brain injuries, acquired brain injuries and post-traumatic stress syndrome and training on appropriate referrals for services and treatment. Sunsets January 2, 2025.
Directs Department of Education to establish school media program standards and provide technical assistance related to those standards.
Appropriates moneys to Higher Education Coordinating Commission for distribution to Oregon Office for Community Dispute Resolution at University of Oregon. Prohibits commission from distributing moneys to Oregon Consensus program at Portland State University. Appropriates moneys to commission for distribution to Clinical Legal Education Program. Declares emergency, effective July 1, 2023.

Requires Department of Education to provide grants to school districts to carry out school district's child sexual abuse prevention instructional program. Requires department to submit to interim committees of Legislative Assembly related to education report on status and impact of grants. Requires department to create, fill and utilize one full-time equivalent position to oversee and administer grants and ensure school districts comply with requirements. Establishes Erin's Law Grant Fund for purposes of providing grants. Requires department to provide technical assistance to school districts in adoption and implementation of child sexual abuse prevention instructional program. Appropriates moneys from General Fund to department for deposit in Erin's Law Grant Fund for biennium beginning July 1, 2023.
