Relating to funding for the program to address economic inequity; declaring an emergency.

Provides permanent revenue stream from Oregon Marijuana Account to fund ] Appropriates moneys from General Fund to Oregon Business Development Department to be used for Economic Equity Investment Program created under chapter 103, Oregon Laws 2022 (Enrolled Senate Bill 1579). Authorizes grant recipients to allocate grant moneys to any entity lawfully organized and operating under state law. Requires department, during rulemaking process, to consult persons and communities most likely to be affected by program. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

Relating to local journalism.

Creates tax credit for contributions to publisher of local journalistic publication. ] Applies to tax years beginning on or after January 1, 2024, and before January 1, 2028. ] Directs Oregon Department of Administrative Services to issue one-time ] grants for purposes related to supporting Oregonians' local news and information needs ] to specified recipients . Directs recipients to convene work group to carry out specified duties related to local journalism. Sunsets January 2, 2026.

Relating to participation in Oregon Promise program by veterans.

Allows veterans to participate in Oregon Promise program if first enrolled in classes within 12 months after discharge from military. Permits veterans to participate in program without having to use GI Bill benefits or having program benefits reduced by amount received by GI Bill.

Relating to assisting vulnerable populations with pets; declaring an emergency.

Amends allowable purposes of Emergency Housing Account to include account moneys to be used for grants to assist pets ] companion animals of individuals experiencing or at risk of homelessness. Appropriates moneys to account from General Fund for those purposes. Requires Housing and Community Services Department to report on use of funds to interim committee of Legislative Assembly on or before September 15, ] December 31, 2024. Declares emergency, effective July 1, 2023.

Relating to U.S. Highway 30; prescribing an effective date.

Relating to legislator compensation; prescribing an effective date.

Establishes annual salary of members of Legislative Assembly equal to annual average wage for all covered employment in Oregon for prior year. Directs that salary of members of Legislative Assembly be adjusted to conform to annual average wage for all covered employment only once every two years. Applies cost-of-living adjustment to monthly interim expense allowance received by members. Applies to pay periods beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to public assistance; declaring an emergency.

Establishes Food for All Oregonians Program in Department of Human Services to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status or lack of Social Security number . Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.

Relating to Indigenous languages; declaring an emergency.

Establishes Indigenous Language Justice Fund. Requires nonprofit organization in this state to serve as fiscal agent to receive disbursement of moneys for purposes related to supporting Indigenous languages interpretation in this state. Requires fiscal agent to annually report to interim committee of Legislative Assembly related to language interpretation services. ] Appropriates moneys to Oregon Department of Administrative Services for distribution to Pueblo Unido PDX for facilitating creation of certain language proficiency evaluations. Appropriates moneys to department for distribution to Oregon Worker Relief for payments to individuals who provide interpretation services of specified languages. Declares emergency, effective July 1, 2023.
