Requires Higher Education Coordinating Commission, in collaboration with ] Oregon Health Authority , ] to establish grant program for purpose of distributing moneys to institutions of higher education and organizations that administer training programs to develop training and instructional programs that prepare students to enter into behavioral health workforce. Appropriates moneys from General Fund to authority to carry out grant program. Establishes timelines for distributing funds to approved grant applicants. Requires Higher Education Coordinating Commission, in collaboration with State Workforce and Talent Development Board , and Oregon Health Authority, to establish grant program to award grants to local workforce development boards that promote workforce development in field of behavioral health ] to establish behavioral health workforce development program to be administered by local workforce development boards . Appropriates moneys from General Fund to Higher Education Coordinating Commission to carry out provisions related to grant ] workforce development programs. Establishes timelines for distributing funds to local workforce development boards for purposes of administering workforce development program. Directs Higher Education Coordinating Commission and Oregon Health Authority to meet certain reporting requirements concerning use of grant funds and progress and outcomes of behavioral health workforce development programs. Requires Oregon Health Authority to collect and report data regarding recipient use of incentives provided for recruitment and retention of behavioral health workforce and to collect data regarding grants awarded by authority to provide supervised clinical experience for certain behavioral health care providers. Establishes oversight council to advise Oregon Health Authority in identifying and eliminating systemic barriers that influence funding, allocation of funding and policy choices with respect to behavioral health workforce. Takes effect on 91st day following adjournment sine die.

Establishes Medical Release Advisory Committee within State Board of Parole and Post-Prison Supervision. Specifies qualifications of members of committee. Establishes procedures by which adults in custody may apply for early medical release from custody and standards by which committee recommends release. Establishes cap on number of applications per month committee may consider until January 1, 2026. Provides for appointment of attorney upon release recommendation. Directs board to accept release recommendation of committee unless person poses danger to another person or public that outweighs compassionate reasons for release. Directs board to refer applicant to sentencing court for sentences requiring court authorization for early medical release. Establishes procedures for sentencing court to consider motion authorizing early medical release and enter supplemental judgment. Directs Department of Corrections to inform adults in custody concerning early medical release process and ensure application forms are available to all adults in custody. Authorizes department to directly refer adults in custody to committee for early medical release. Directs department to refer to committee certain adults in custody with terminal illness. Specifies release process when early medical release is ordered or authorized. Directs committee to annually report data concerning early medical release to committees of Legislative Assembly related to judiciary. Prohibits prosecuting attorney from conditioning plea offer on waiver of early medical release eligibility. Increases maximum number of board members from five to six. Takes effect on 91st day following adjournment sine die.
Requires Department of Human Services, in consultation with Office of Immigrant and Refugee Advancement, to award contracts to organizations to provide support services to immigrants and refugees. ] Establishes Welcome and Reception Program within Office of Immigrant and Refugee Advancement to provide immigrants, refugees and asylum seekers with support services. Directs organization that is awarded contract to provide support services under program to report on performance outcomes no later than June 30, 2025. Directs office to provide report on implementation and status of program to interim committees of Legislative Assembly related to human services no later than September 1, 2025. Appropriates moneys from General Fund to department ] office for support services. Directs office of Immigrant and Refugee Advancement ] to convene representatives from state agencies, community-based organizations and other stakeholders to coordinate policy recommendations and to provide outreach, education and training to certain government and nongovernment entities and stakeholders to improve immigrant and refugee access to programs, services and development activities .
