Directs committee to review scope of practice requests and impact statements and report to authority and interim committees of Legislative Assembly related to health care. Takes effect on 91st day following adjournment sine die.

Establishes youth advisory council. Prescribes membership and duties of youth advisory council. Directs Department of Education to establish work group to establish standards for selection process of members of youth advisory council. Sunsets work group on August 30, 2024. Declares emergency, effective July 1, 2023.

Requires original equipment manufacturer to make available to owner of consumer electronic equipment or independent repair provider on fair and reasonable terms any documentation, tool, part or other device or implement that original equipment manufacturer makes available to authorized repair ] service provider for purpose of diagnosing, maintaining or repairing consumer electronic equipment. Provides that person who suffers ascertainable loss of money or property has right to bring action to recover damages for violation of ] seek order requiring compliance with provisions of Act. Takes effect on 91st day following adjournment sine die.

Appropriates moneys from General Fund to Department of Justice for deposit into Oregon Domestic and Sexual Violence Services Fund. Declares emergency, effective July 1, 2023.

Authorizes county to declare shortage of health care and human services personnel and apply to Oregon Health Authority for moneys to make grants to employers to alleviate shortage by offering certain benefits to potential workers and educators. Appropriates moneys to Oregon Health Authority to distribute to counties for purposes related to encouraging healthy eating, physical activity and mental health. Declares emergency, effective on passage.

Removes cap on amounts distributed from State School Fund to school districts for students eligible for special education as children with disabilities. Provides additional weight for students who are homeless for purposes of calculating distributions of State School Fund moneys to school districts. Specifies that Department of Education will collect information related to homeless students. Declares emergency, effective July 1, 2023.

Establishes Aligning for Health Pilot Program, administered by Oregon Health Authority, to test alternative methods for payment for health care. Prescribes requirements for pilot and phases of implementation. Exempts participants in program from requirement to obtain authority's approval for acquisitions and mergers.
