Increases state transient lodging tax rate and provides for transfer of moneys attributable to increase to county in which taxes were collected. Requires transferred moneys to be used exclusively for affordable housing in county. Takes effect on 91st day following adjournment sine die.
Prohibits possession of large-capacity magazine 180 days after effective date of Act. Specifies manner in which person must alter or dispose of large-capacity magazine currently possessed by person. Prohibits use of large-capacity magazine upon effective date of Act. Exempts law enforcement and military personnel from prohibition in specified circumstances. Punishes unlawful possession of large-capacity magazine by maximum of $2,000 fine, or by maximum of six months' imprisonment, $2,500 fine, or both, for second and subsequent convictions. Punishes unlawful use of large-capacity magazine by maximum of 364 days' imprisonment, $6,250 fine, or both. Prohibits manufacture, purchase, transfer and sale of large-capacity magazine upon effective date of Act. Specifies exemptions. Punishes unlawful manufacture, purchase, transfer or sale of large-capacity magazine by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires report of loss or theft of unaltered large-capacity magazine. Provides immunity from prosecution for possession or transfer of magazine if report made as required. Declares emergency, effective on passage.
Permits person who will be 17 years old on date of primary election and 18 years old on date of general election to vote at primary election for candidates of major political party with which person is affiliated if major political party has adopted rule to this effect. Appropriates moneys from General Fund to Secretary of State for purpose of printing and counting additional ballots.
Redefines crime of aggravated murder. Reclassifies current manners of committing aggravated murder as murder in the first degree. Renames crime of murder to murder in the second degree. Specifies penalties. Specifies procedures for persons already sentenced to death to be resentenced to life imprisonment without possibility of parole. Provides that person commits offense of driving while under influence of intoxicants or offense of operating boat while under influence of intoxicants if person drives vehicle or boat and has 0.05 percent or more by weight of alcohol in person's blood.
Requires counties to develop community mental health action plans to identify and address mental health concerns. Not later than January 1, 2021, requires counties to submit community mental health action plans to Oregon Health Authority. Directs authority to submit report to Legislative Assembly. Not later than January 1, 2023, requires counties to submit reports to authority detailing whether county addressed mental health concerns. Directs authority to submit report to Legislative Assembly. Requires Oregon Health Authority to design and, with federal approval, implement ] program to import wholesale prescription drugs from Canada. Specifies conditions and requirements. If authority estimates program to produce cost savings for Oregon consumers, requires authority to seek federal approval and, with federal approval, to implement program. Authorizes administrator of Oregon Prescription Drug Program to contract with pharmacy benefit manager and to establish state-managed wholesale or retail drug distribution or dispensing system. Declares emergency, effective on passage.
Requires that , to extent provided by Oregon Liquor Control Commission rules, if wine labeled with American viticultural area in Oregon is labeled with single grape variety as type designation, wine must meet specified content requirements. Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Creates exception. Requires commission to classify certain grape varieties as exempt from content requirements. Authorizes commission to exempt additional grape varieties by rule. Prohibits identifying Pinot noir as exempt grape variety. Establishes content requirement for wine from exempt grape varieties. Establishes default content requirement for wines not subject to other content requirements. Applies ] Makes content requirements applicable to wine labeled on or after January 1, 2023. Imposes revised content requirements for wine bottled on or after January 1, 2030. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2030 ] 2023 . Requires health outcome and quality measures adopted by Health Plan Quality Metrics Committee to include hospital measures and to be applied to health benefit plans sold in this state, not to only health benefit plans sold through health insurance exchange or covering public employees. ] Requires insurers offering health benefit plans in this state to use health outcome and quality measures adopted by committee in insurers' quality assessment program. ] Requires Oregon Health Policy Board, no later than January 1, 2021, to align statewide strategic plan for collection and use of health care data with health outcome and quality measures adopted by committee. ] Renames Health Plan Quality Metrics Committee of Oregon Health Policy Board to Health Quality Metrics Committee and expands membership to include member with expertise in oral health and dental care, member representing rural hospitals and member representing insurers that offer health benefit plans to small employers. Changes terminology from "health outcome and quality measures" to "measures of health outcomes and health care quality." Extends application of measures of health outcomes and health care quality to health benefit plans and hospital services.
Establishes prohibitions for registered pharmacy benefit managers. Imposes new requirements on registered pharmacy benefit managers with respect to preferred drug lists and reimbursement of prescription drugs. Modifies procedures for appeal by pharmacy of reimbursement paid by pharmacy benefit manager and remedies for successful appeal.
