Requires person who owns assault weapon on effective date of Act to register assault weapon or take other specified action within one year of effective date of Act. Defines terms. Punishes violation by maximum of $2,000 fine, or by maximum of six months' imprisonment, $2,500 fine, or both, for second and subsequent convictions. Prohibits manufacture, transfer or possession of assault weapon except in specified circumstances. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires report of loss or theft of assault weapon. Punishes failure to report by maximum of 364 days' imprisonment, $6,250 fine, or both. Provides that information in report may not be used in prosecution for possession or transfer of assault weapon. Declares emergency, effective on passage.

Directs Public Employees' Benefit Board and Oregon Educators Benefit Board to establish pilot program allowing public employees to obtain health services from coordinated care organizations. Directs Public Employees' Benefit Board, Oregon Educators Benefit Board, Oregon Health Authority and Department of Consumer and Business Services to establish pilot program to consolidate health care coverage under health benefit plans offered by boards with coverage under state medical assistance program. Provides for regulation by Oregon Liquor Control Commission of consumption and sale of marijuana items at temporary events, including licensure of premises on which temporary events are held. Creates local option for cities and counties. Provides for regulation by commission of consumption and sale of marijuana items at cannabis lounges, including licensure of premises where cannabis lounges are located. Creates local option for cities and counties. Allows for delivery of marijuana items to consumers at specified permanent and temporary residences. Allows marijuana producers and marijuana processors to offer tours of licensed premises to members of public who are 21 years of age or older. Takes effect on 91st day following adjournment sine die.
Prohibits retail pet store from selling or offering to sell dog, cat or rabbit acquired from source other than animal shelter or rescue organization. Imposes record keeping and signage requirements regarding dogs, cats and rabbits sold or offered for sale by retail pet store. Makes prohibited sale or offer to sell violation punishable by maximum of $500 fine.
Adds consumer advocate as nonvoting member of Higher Education Coordinating Commission. Prohibits commission from exempting private career school from regulation for sole reason that school received accreditation from accrediting agency. Requires institution of higher education to post information about how to file complaint on website. Allows student two years to file complaint against institution. Makes student ineligible to receive or renew state financial aid to attend school whose graduation rate or three-year cohort default rate on federal loans is below specified level. Requires institution of higher education to make graduation rate, cohort default rate on federal student loans and other information publicly available on website of institution. Takes effect on 91st day following adjournment sine die.
Prohibits sale, purchase or use of pesticide chlorpyrifos. Requires State Department of Agriculture to place pesticide products containing neonicotinoid on list of restricted-use pesticides. Amends pesticide product registration fee provision. Reduces maximum fee for certain occupational licenses related to pesticides.
Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container except in specified circumstances. Punishes violation by maximum of $500 fine. If minor obtains unsecured firearm as result of violation, punishes by maximum of $2,000 fine. Provides that person who does not secure firearm as required is strictly liable for injury to person or property within four years after violation. Requires owner or possessor of firearm to secure firearm with trigger or cable lock or in locked container when transferring firearm except in specified circumstances. Punishes violation by maximum of $500 fine. Provides that person who transfers firearm without securing firearm is strictly liable for injury to person or property within four years after violation. Requires person to report loss or theft of firearm within 24 hours of time person knew or should have known of loss or theft. Punishes violation of requirement by maximum of $1,000 fine. Requires person transferring firearm to minor to directly supervise minor's use of firearm unless minor is owner of firearm. Provides that person who does not supervise minor as required is strictly liable for injury to person or property caused by minor's use of firearm. Directs Attorney General to specify by rule minimum specifications for trigger and cable locks and locked containers required by Act. Declares emergency, effective on passage.
Requires pharmacists to label prescription drugs in language other than English if patient to whom prescription drug is dispensed is person of limited English proficiency. Defines "limited English proficiency." Takes effect on 91st day following adjournment sine die.
Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Creates exception. Authorizes Oregon Liquor Control ] commission to grant variance or temporary exemption for specified cause and to exempt American viticultural areas from requirement ]. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Modifies definitions of "primary care" and "total medical expenditures" for purpose of reports on spending for primary care by insurance carriers, Public Employees' Benefit Board, Oregon Educators Benefit Board and coordinated care organizations. Requires all ] carriers , providing specified health insurance ] Public Employees' Benefit Board, Oregon Educators Benefit Board and coordinated care organizations to report on spending anticipated in upcoming year on primary care , and ] on use of alternative payment methodologies for reimbursing costs of primary care and on percentage of spending on primary care that uses alternative payment methodologies . Requires Department of Consumer and Business Services and Oregon Health Authority to prescribe by rule percentage of primary care expenditures that must be reimbursed using alternative payment methodologies.
