Prohibits Department of State Lands from leasing submerged and submersible lands within territorial sea for exploration, development or production of oil, gas or sulfur in territorial sea or for activities in furtherance of exploration, development or production within federal waters adjacent to territorial sea.

Extends Oregon Reinsurance Program and authorizes Department of Consumer and Business Services to request extension of waiver for state innovation. Authorizes department to change attachment point or coinsurance rate for program under specified conditions. Extends to 2026 and increases to two percent assessment on earnings from health plan premiums and payments by Oregon Health Authority to managed care organizations and includes health care stop loss coverage as subject to assessment. Temporarily increases net reimbursement guaranteed to Oregon Health and Science University for costs of services paid for with Medicaid funds. Extends assessment on hospitals to 2025.

Allows county governing body, upon remand of matter from Land Use Board of Appeals to county, to have planning commission or hearings officer conduct hearing and make decision regarding lands designated under statewide planning goal addressing agricultural lands or forestlands. Requires county governing body to review planning commission or hearings officer decision and take one of three specified actions on decision. Declares emergency, effective on passage.
