Relating to the regulation of firearms by state agencies.

Prohibits state agency from adopting administrative rule limiting or prohibiting possession of firearm by concealed handgun licensee who is respondent of or protected by active protective order. Provides that rule contrary to prohibition is void.

Relating to bias crimes; declaring an emergency.

Renames crime of intimidation as bias crime. Includes commission of assault in fourth degree as bias crime in second degree when committed by one person and motivated by perception of victim's race, color, religion, ethnicity, gender, sexual orientation, disability or national origin. Imposes 10-day mandatory minimum term of incarceration upon conviction of bias crime in second degree. Prohibits prosecuting attorney from charging act determined crime constituting domestic violence as bias crime in second degree. Modifies authority of certain law enforcement officials to bring civil action based on commission of bias crime. Declares emergency, effective on passage.

Relating to off-road vehicles.

Requires snowmobiles and certain all-terrain vehicles to cross highway at intersection or more than 100 feet from intersection. Permits Oregon Transportation Commission to authorize person to operate all-terrain vehicle within portion of state highway right of way designated all-terrain vehicle highway access route. Establishes All-Terrain Vehicle Highway Access Routes Advisory Committee. Directs Oregon Transportation Commission to designate all-terrain vehicle highway access routes on state highways throughout state after consultation with advisory committee. Provides exemption from vehicle equipment requirements if person is crossing portion of highway right of way designated as all-terrain vehicle highway access route.

Relating to charitable checkoffs; and prescribing an effective date.

Adds Oregon Volunteer Firefighters Association to list of entities eligible for individual income tax return checkoff contribution. Provides conditions for use of contributions. Applies to individual income tax returns for tax years beginning on or after January 1, 2017. Takes effect on 91st day following adjournment sine die.
