Relating to mandatory minimum sentences for persons under 25 years of age; providing that this Act shall be referred to the people for their approval or rejection.

Repeals statutes requiring imposition of mandatory minimum sentences for persons under 18 years of age at time of commission of crime. Prohibits imposition of specified mandatory minimum sentences for persons under 25 years of age at time of commission of crime. Refers Act to people for their approval or rejection at next regular general election.

Relating to the Port of Newport.

Renames Port of Newport as Oregon International Port of Newport. Provides that commissioners of port are appointed by Governor for staggered two-year terms. Sets forth qualifications for commissioners. Provides that currently serving commissioners shall complete their terms unless earlier discharged by Governor.

Relating to audits of vote recording systems.

Permits Secretary of State to examine uncompiled source code for computer program or computer software used in voting machine or vote tally system as part of audit of machine or system. Requires auditor to report results of examination only to Secretary of State, State Chief Information Officer and Legislative Fiscal Officer. Directs Secretary of State to require vendor of voting machine or vote tally system to correct deficiencies that auditor finds during audit and to reject or revoke approval of voting machine or vote tally system if vendor refuses or is unable to correct deficiencies. Requires contract for purchase or procurement of voting machine or vote tally system to permit Secretary of State's audit.

Relating to state agencies.

Directs Oregon Department of Administrative Services to adopt uniform rules for standardization of reports and informational material submitted to Legislative Assembly or supplied to public. Directs agencies to conform their rules to uniform rules to greatest extent practicable. Requires each state agency to report to Joint Committee on Ways and Means on cost and justification for production of commemorative, promotional and informational items used by agency.

Relating to homelessness; declaring an emergency.

Establishes Oregon Homeless Youth Task Force. Requires task force to develop recommendations addressing youth facing homelessness. Requires task force to submit report to Legislative Assembly by September 15, 2020. Sunsets task force on December 31, 2020. Declares emergency, effective on passage.

Relating to transactions between Oregon vehicle dealers; prescribing an effective date.

Clarifies that Oregon vehicle dealers selling or trading otherwise taxable motor vehicles to other Oregon vehicle dealers for resale are not liable for motor vehicle dealer privilege tax on such sales or trades. Provides that such vehicle dealers are exempt from requirement of obtaining resale certificate to prove sale or trade is exempt from privilege tax. Takes effect on 91st day following adjournment sine die.
