Directs Oregon Health Authority to review peer-reviewed, independently funded scientific studies of health effects of exposure to microwave radiation, particularly exposure that results from use of wireless network technologies in schools and to report results of review to interim committee of Legislative Assembly related to education not later than January 2, 2021. Specifies requirements for review. Directs Department of Education to develop recommendations to schools in this state for practices and alternative technologies that reduce students' exposure to microwave radiation that Oregon Health Authority report identifies as harmful. Declares emergency, effective on passage.

Establishes Task Force on Universal Health Care Commission ] charged with recommending to Legislative Assembly design of Health Care for All Oregon Plan, administered by Health Care for All Oregon Board to provide publicly funded, equitable, affordable, comprehensive and high quality health care to all Oregon residents. Specifies membership and duties of commission ] task force . Requires recommendations to be guided by specified values and principles. Prescribes requirements for plan design and items that commission ] task force must consider. Requires commission to first meet by November 1, 2019, and provide first report to interim committees of Legislative Assembly related to health by March 15, 2020. Requires commission ] members of task force to be appointed by May 31, 2020, and task force to submit to 2021 regular session of Legislative Assembly final recommendations by February 1, 2021, or report on work that remains to be completed ] for design of Health Care for All Oregon Plan and Health Care for All Oregon Board . Requires Oregon Health Authority to develop plan for Medicaid Buy-In program. Specifies elements that must be included in plan, to extent feasible. Requires authority to provide report to Legislative Assembly, no later than May 1, 2020, containing discussion of potential eligibility requirements for Medicaid Buy-In program or public option, options for targeting specified groups, recommendations for legislative changes necessary to implement plan and any federal approval that would be required to implement plan. Declares emergency, effective on passage.

Requires that for person who completes prior educational requirements to participate in Oregon Promise program while confined in correctional facility, six-month period to enroll in courses to participate in program begins after person is first released from correctional facility. Authorizes Higher Education Coordinating Commission to waive requirement that person enrolled in program must enroll in sufficient number of credit hours to be considered at least half-time student, under specified circumstances.

Allows State Department of Fish and Wildlife to refuse or condition disclosure of information relevant to department ability to manage or protect described fish or wildlife species or individual members or populations of species. Creates exceptions ] exception to refusal authority . Exempts information from disclosure as public record. Makes disclosure criteria and public record law exemption retroactive to September 1, 2018. Validates department nondisclosures of information since September 1, 2018. Sunsets January 2, 2024. Declares emergency, effective on passage.

Directs Oregon Health Authority to design, implement and maintain voluntary statewide program to provide nurse home visiting services to families with infants up to six months of age. Specifies desired outcomes and services. Requires authority to adopt rules specifying criteria for coverage of newborn nurse home visiting service coverage by health benefit plans. Requires health benefit plans to cover nurse home visiting services to enrollees with newborns without cost-sharing. Takes effect on 91st day following adjournment sine die.

Modifies ] Reduces length of time of parental desertion or abandonment of child resulting in forfeiture of parent's intestate share of child's estate and ] or parent's interest in property transferred from child to parent by transfer on death deed in parental forfeiture action to one year if person who would benefit from forfeiture is child or sibling of deceased child or three years for all others . Modifies burden of proof in parental forfeiture action to preponderance of evidence if person who would benefit from forfeiture is child or sibling of deceased child . Extends deadline for commencing parental forfeiture action to no later than one year after decedent's date of death if notice to interested persons not published. Prohibits parent or stepparent who abandoned child from receiving damages for wrongful death of child. Declares emergency, effective on passage.

Provides that labor organization's charging certain employees reasonable fees and costs for representation that is unrelated to negotiation of collective bargaining agreement is not unfair labor practice. Makes conforming changes. Declares emergency, effective on passage.

Prohibits insurer from receiving reimbursement or subrogation for personal injury protection benefits or health benefits insurer provided to person injured in motor vehicle accident from any recovery injured person obtains in action for damages except to extent that injured person first receives full compensation for injured person's injuries and reimbursement or subrogation is paid only from total amount of recovery in excess of amount that fully compensates for injured person's injuries. Defines "total amount of the recovery." Specifies presumptions that apply to determination of when injured person receives full compensation for injured person's injuries. Prohibits person with whom injured person enters into settlement or from whom injured person obtains judgment in connection with claim or action from naming insurer that seeks reimbursement or subrogation as payee on check, draft or other form of payment in satisfaction of claim or judgment. Specifies additional duties of insurer and prohibitions on certain of insurer's actions. Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.

Authorizes Department of State Lands to perform work to acquire and restore operation of Willamette Falls navigation canal and locks.

Prohibits State Board of Education, school district or public charter school from requiring student to pass test to demonstrate proficiency in Essential Learning Skills in order to receive diploma. Directs school district or public charter school that did not award person diploma because person did not pass test to demonstrate proficiency in Essential Learning Skills to award diploma to person upon request of person. Declares emergency, effective on passage.
