Makes it unlawful to distribute, sell or allow to be sold an inhalant delivery system that is packaged inconsistent with rules adopted by the Oregon Health Authority that are tailored judiciously to the specific purpose of protecting minors from the negative health effects of unlawfully using inhalant delivery systems. .

] [ Requires the Department of Corrections to study health care staffing by the department. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. ] Requires the Oregon Department of Administrative Services, in consultation with the Department of Corrections and the labor union representing staff employed in health services at the Department of Corrections, to conduct a market study biennially related to the wages and benefits of health services job classifications at the Department of Corrections institutions. Directs the Oregon Department of Administrative Services to submit a report on the results of the study to the interim committees of the Legislative Assembly related to health services, the Department of Corrections and the labor union representing staff employed in health services at the Department of Corrections. Establishes minimum staffing requirements that apply to the Department of Corrections for certain state employees at Department of Corrections institutions. Phases in minimum staffing ratios between certain state employees and the number of adults in custody to which the employees can be assigned at any time. Provides that violation of the minimum staffing requirements constitutes an unfair labor practice.
] Establishes the [ Oregon ] Senator Aaron Woods Commission on Artificial Intelligence within the Department of Justice. Establishes the commission's purpose to serve as a central resource to monitor the use of artificial intelligence technologies and systems in this state and report on long-term policy implications. Directs the commission to provide an annual report to the Legislative Assembly. Allows the commission to make recommendations for legislation, regulations or policies to the Legislative Assembly. Directs the [ State Chief Information Officer ] Attorney General to hire a Chief Artificial Intelligence Officer to assist the commission in carrying out the commission's duties. Allows the Department of Justice to charge a state or local agency or public body for the commission's services.
] Requires the Department of Human Services to review the statutes of this state to identify all instances of required background checks[ , ] under certain statutes and similarities and differences in the different background checks, and report on options to consolidate and reduce the number of different background checks for similar purposes or programs. Directs the department to submit findings to the interim committees of the Legislative Assembly related to human services not later than September 15, 2026. Requires the department to study options for providing that a person does not need to undergo another background check conducted by a state agency for certain purposes if the person has already passed a background check conducted by a state agency in the previous 12 months. Directs the department to submit findings to the interim committees of the Legislative Assembly related to human services not later than June 30, 2026. Sunsets on January 2, 2027. Declares an emergency, effective on passage.
Permits certain exempt ground water users to withdraw up to 3,000 gallons of water per day for watering any lawn or noncommercial or commercial garden that does not exceed one-half acre. Provides that the exemption applies to the use of water for growing industrial hemp but otherwise not to the use of water to grow plants in the plant Cannabis family Cannabaceae. Provides that, for two years, the exemption does not apply to the use of ground water for watering any commercial garden in the Lower Umatilla Basin Groundwater Management Area. Specifies that the total combined use for industrial or commercial purposes, when combined with a commercial garden, may not exceed 5,000 gallons per day.
Prohibits controllers from processing personal data for the purposes of targeted advertising, or selling personal data that pertains to a consumer, if the controller has actual knowledge, or disregards knowledge of whether, a consumer is under 16 years of age or if the personal data accurately identifies within a radius of 1,750 feet a consumer's present or past location or the present or past location of a device that links or is linkable to the consumer. Exempts from the sales prohibition the content of communications or personal data that is generated by or connected to certain systems or equipment that utilities use.
Allows tenant to terminate a tenancy during the fixed term without penalty upon 30 days' notice if the landlord delivers certain notices terminating the tenancy in 90 days or more. [ Declares an emergency, effective on passage. ].
