Relating to primary prevention of substance use.

Directs the Alcohol and Drug Policy Commission to develop and implement plans, including a statewide primary prevention strategy, that address the entire youth continuum of care and are designed to prevent the onset of substance use. Requires the commission to report to the Legislative Assembly on the commission's findings and recommendations no later than September 15, 2026. Directs the commission, in collaboration with the Oregon Health and Science University, to provide education and technical assistance to providers of youth substance use disorder treatment and early intervention.

Relating to adult behavioral health facilities; and declaring an emergency.

Establishes the Residential Behavioral Health Capacity Program within the Oregon Health Authority to fund behavioral health programs that are determined by the authority to increase residential behavioral health capacity throughout this state. Sunsets on January 2, 2027. Declares an emergency, effective July 1, 2025.

Relating to violence in health care settings.

Creates workplace violence prevention requirements for certain health care entities. Excludes the Oregon State Hospital from such requirements. Requires the Department of Consumer and Business Services to prepare and submit a consolidated report of workplace violence incidents. Requires certain health care employers and home care settings to take certain actions to protect workers against risks of violence and other safety-related risks.

Relating to performance-based regulation of electric utilities.

] Allows the Public Utility Commission to adopt a framework for carrying out performance-based regulation of electric companies and use incentives and penalties to induce electric companies to bring electric utility operations in line with the public interest and certain objectives. Declares a public interest for purposes of the Act. [ Appropriates moneys to the commission for implementing performance-based regulations. ] Limits expenditures from certain moneys collected or received by the commission for the purposes of carrying out performance-based regulation of electric companies.

Relating to large energy use facilities; and declaring an emergency.

Directs the Public Utility Commission to provide for a classification of service for large energy use facilities. Requires any tariff schedule adopted for the class to allocate the costs of serving large energy use facilities to the facilities and mitigate the risks to other classes of retail electricity consumers. Defines "large energy use facility." Directs the commission to require an electric company to use a contract when providing electricity service to a large energy use facility. Requires the contract to meet certain requirements and conditions. Directs the commission to report each even-numbered year to the interim committees of the Legislative Assembly related to energy on trends in load requirements and other implications from large energy use facilities. Sunsets January 2, 2035. Declares an emergency, effective on passage.

Relating to information technology; and declaring an emergency.

] [ Requires the Oregon Department of Administrative Services to create a program to award grants and provide loans to state agencies for replacing outdated information technology and for certain other purposes. Creates an advisory board that the department must consult in awarding grants and providing loans. Establishes the Technology Modernization Fund and appropriates moneys in the fund to the department for the purpose of the department's program. ] Directs the State Chief Information Officer to adopt a policy and procedure for state agencies to follow in requesting funding for information technology budgets and projects. Requires state agencies that intend to request funding for a budget or project to submit requests to the State Chief Information Officer for review. Directs the State Chief Information Officer to collaborate with the Legislative Fiscal Office to establish criteria for assigning priorities among state agency requests and directs the office of Enterprise Information Services to collaborate with state agencies to set priorities for the State Chief Information Officer's approval. Specifies reporting requirements. Declares an emergency, effective on passage.

] [ Requires online platforms to pay moneys to digital journalism providers and the Oregon Civic Information Consortium. Allows an online platform to use an arbitration process to determine the percentage of an online platform's advertising revenue to be remitted to digital journalism providers. ] Prohibits a covered platform from accessing for an Oregon audience the online content of a digital journalism provider without an agreement. Specifies requirements that an agreement must meet. Creates a private cause of action that a digital journalism provider may bring against a covered platform if the covered platform accesses for an Oregon audience the online content of the digital journalism provider without an agreement or fails to comply with an agreement. Allows for the recovery of the greater of statutory or actual damages, and for punitive damages. Bars a cause of action if the covered platform is participating in arbitration or in compliance with a final arbitration order, judgment or settlement agreement. Bars a cause of action for access that occurs between January 1, 2026, and December 31, 2027, if the covered platform elects to pay a certain sum amount. Allows a covered platform or group of digital journalism providers to initiate an arbitration process to determine a percentage of the covered platform's advertising revenue to be remitted to the digital journalism providers. Requires online platforms to report annually certain information about compensation paid to digital journalism providers. Establishes the Oregon Civic Information Consortium. Directs the consortium to award grants for applicants that seek to improve civic information.
