Authorizes Legislative Administration Committee to enter into agreement with City of Salem to assign authority over certain parking spaces. Authorizes committee to impose parking regulations over spaces during time when spaces are within exclusive control of committee. Directs Department of State Police to enforce regulations imposed by committee. Directs Oregon Department of Administrative Services to collect fines for violation of parking restrictions.

Proposes amendment to Oregon Constitution directing Legislative Assembly to enact property tax relief program for owner-occupied principal dwellings of certain seniors. Refers proposed amendment to people for their approval or rejection at next regular general election.

Requires that , to extent provided by Oregon Liquor Control Commission rules, if wine labeled with American viticultural area in Oregon is labeled with single grape variety as type designation, wine must meet specified content requirements. Authorizes Oregon Liquor Control Commission to exempt wine varieties or American viticultural areas from requirement. ] Requires commission to make requirements applicable to wine with labels identifying Willamette Valley viticultural area and American viticultural areas wholly or partly within Willamette Valley viticultural area. Establishes $1 million limit on total amount of moneys that may exist in campaign account or petition account. Permits certain political committees to establish separate subaccount for each candidate, measure or political party supported or opposed by committee, applying limit on amount of moneys to each subaccount. Takes effect on 91st day following adjournment sine die.

Requires each state agency to report to Attorney General, Public Records Advocate and public records subcommittee of Legislative Counsel Committee on number of public records requests received during preceding year, and number of those requests still outstanding after specified periods of time. Requires each state agency to include in report specified information on fee waivers and reductions.

Prohibits person from performing or attempting to perform abortion if abortion is because of sex of unborn child. Allows specified persons to bring action for damages or injunctive relief against person who performed or attempted to perform sex-selective abortion. Allows court to impose fines for contempt of court of up to $100,000 per violation. Allows court to award attorney fees to prevailing party.

Resolves that in each biennium, Legislative Assembly shall appropriate from General Fund to Department of Veterans' Affairs amount that is no less than amount appropriated from General Fund to Department of Veterans' Affairs in biennium beginning July 1, 2015, as adjusted.

Appropriates moneys to Oregon Department of Administrative Services to increase size and diversity of group of court appointed special advocates.

Urges Congress to enact legislation holding vaccine manufacturers liable for design defects that result in adverse side effects.
