Relating to use by enrolled degree-seeking student of tax credit for dependent care expenses; prescribing an effective date.

Allows dependent care income tax credit to be claimed for expenses to allow taxpayer or spouse to attend school as enrolled degree-seeking student. Limits expenses to combination of earned income taxable by Oregon and imputed income, using lesser amount attributable to either spouse on joint return. Provides for calculation based upon imputed income to allow degree-seeking enrolled student to claim credit. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2022. Takes effect on 91st day following adjournment sine die.

Relating to the Task Force on Assistance and Companion Animal Standards; prescribing an effective date.

Creates task force to develop specific standards for animal to qualify as assistance animal or companion animal for purposes of state law. Requires task force to report to interim committee of Legislative Assembly on or before September 15, 2020. Sunsets task force December 31, 2020. Takes effect on 91st day following adjournment sine die.

Relating to qualifying investment contracts; prescribing an effective date.

Repeals provisions that previously authorized Governor to enter into qualifying investment contract with taxpayer that promises to make certain investments, in exchange for state's contractual obligation to allow continued use of single sales factor method of apportionment. Declares qualifying investment contracts void as of effective date of Act. Takes effect on 91st day following adjournment sine die.

Relating to unsolicited telephone calls.

Prohibits caller from purchasing or obtaining for valuable consideration list or compilation of telephone numbers for purpose of making unsolicited call to subscriber and from making, or using automatic dialing and announcing device to make, unsolicited call to subscriber using telephone number that caller obtained from list or compilation of telephone numbers that other person sold or otherwise transferred, for valuable consideration, to caller.

Relating to small nuclear reactors.

Exempts small modular reactors from certain siting restrictions that apply to nuclear-fueled thermal power plants. Requires small modular reactors to be sited in city or county where electors of city or county have approved small modular reactors being located in city or county. Requires emergency planning zones for small modular reactors to be located in county where electors of county have approved small modular reactors being located in county. Requires proposed disposal of high-level radioactive waste by small modular reactor to comport with process approved or adopted by United States Nuclear Regulatory Commission.
