Establishes Food for All Oregonians Program in Department of Human Services to provide nutrition assistance to residents of this state who would qualify for federal Supplemental Nutrition Assistance Program but for immigration status or lack of Social Security number . Requires department to implement program by January 1, 2025, and Oregon Health Authority to conduct statewide outreach, education and engagement to maximize enrollment in program. Requires Department of Human Services to convene advisory group to recommend metrics to evaluate success of department in treating all applicants for and recipients of public assistance in welcoming manner and with respect, courtesy, fairness and dignity. Declares emergency, effective on passage.

Establishes Indigenous Language Justice Fund. Requires nonprofit organization in this state to serve as fiscal agent to receive disbursement of moneys for purposes related to supporting Indigenous languages interpretation in this state. Requires fiscal agent to annually report to interim committee of Legislative Assembly related to language interpretation services. ] Appropriates moneys to Oregon Department of Administrative Services for distribution to Pueblo Unido PDX for facilitating creation of certain language proficiency evaluations. Appropriates moneys to department for distribution to Oregon Worker Relief for payments to individuals who provide interpretation services of specified languages. Declares emergency, effective July 1, 2023.

Requires Oregon Health Authority and coordinated care organization to pay reasonable per diem rate for patient whose discharge from hospital is delayed due to circumstances beyond hospital's control. Declares emergency, effective on passage.

Directs Department of Environmental Quality to conduct long-term study of cumulative impacts of air contaminants in areas surrounding municipal solid waste incinerators. Requires department to report to public and interim committees of Legislative Assembly related to environment no later than September 15 of each even-numbered year. Takes effect on 91st day following adjournment sine die.

Directs Department of Early Learning and Care to develop, implement and administer Oregon Imagination Library Project to improve reading proficiency and high school graduation rates by providing enrolled children with one age-appropriate book per child each month. Establishes Oregon Imagination Library Account within Early Learning Division Fund for purposes of funding project. Declares emergency, effective July 1, 2023.

Adds two members who are physician assistants or retired physician assistants to membership of Oregon Medical Board. Takes effect on 91st day following adjournment sine die.

Establishes personal financial education as requirement for high school diploma. Prescribes requirements of personal financial education. Directs Department of Education to establish academic content standards and statewide assessment system for personal financial education. Requires school districts and public charter schools to offer students instruction in personal financial education.

Directs Oregon Health Authority to establish grant program to provide financial support to certified dental sealant programs that promote and engage in oral health care coordination activities. Provides manner in which authority shall distribute grant funds to grantees. Directs Office of Rural Health to establish grant program to provide scholarship and tuition assistance grants to individuals enrolled in community dental health coordinator programs and to provide matching grants to qualified employers that employ community dental health coordinators.

Directs Department of Human Services to take specified steps to enhance capacity of long term care workforce and increase quality of long term care services.

Requires Department of Human Services to contract with up to two agencies providing agency with choice services. Specifies criteria for agencies that contract with department. Allows consumers to use private pay home care program through Home Care Commission to access agency with choice services and other home care services. ] Directs department to conduct study of barriers to implementing private pay home care worker program and prescribes elements of study. Requires department to report findings of study to interim committees of Legislative Assembly related to health and to human services by January 1, 2026. Requires department to report on implementation of agency with choice services to interim committees of Legislative Assembly related to human services by January 1, 2027. Allows provider of agency with choice services to serve individuals who are not enrolled in state medical assistance program beginning two years after provider starts offering agency with choice services. Makes persons providing agency with choice services mandatory reporters.
