Establishes Health Insurance Mandate Review Advisory Committee to review each ] , at request of chair or vice chair of committee of Legislative Assembly related to health, proposed legislative measure, legislative concept or amendment that requires health insurer or health care service contractor to reimburse cost of specified procedure or provider , if measure, concept or amendment is posted to legislative committee's agenda, ] and to produce report on equity and financial effects of each required coverage that is proposed and efficacy of ] analyzing specified anticipated effects of coverage or lack of coverage of treatment or service proposed. Specifies membership and duties of advisory committee. Modifies criteria for ] factors considered in review of measures that require coverage of specific procedure or provider. Takes effect on 91st day following adjournment sine die.
Amends allowable purposes of Emergency Housing Account to include account moneys to be used for grants to assist pets ] companion animals of individuals experiencing or at risk of homelessness. Appropriates moneys to account from General Fund for those purposes. Requires Housing and Community Services Department to report on use of funds to interim committee of Legislative Assembly on or before September 15, ] December 31, 2024. Declares emergency, effective July 1, 2023.

Freezes tax assessed value for certain new residential construction for five property tax years. Applies to tax years beginning on or after July 1, 2023. ] Allows residential uses ] affordable housing on lands zoned for commercial uses within urban growth boundaries. Limits Land Use Board of Appeals' review of approved middle income developments and allows board to accept additional evidence upon which to review such approvals. Sunsets January 2, 2028. ] Allows local governments to extend decision-making period for application to develop residential structures within urban growth boundary or to reconsider land use decision for development of residential structures. Makes permanent requirements that local governments allow siting of certain emergency shelters, conditioned upon latest estimates of percentage of individuals experiencing homelessness. Adds registered nurse who is nursing faculty member to types of providers who are eligible for income tax credit allowed to rural medical providers. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
