Relating to school access.

Allows student who is resident of state to attend any public school of state. Requires student to receive consent from school district to attend schools of school district if student is nonresident student. Requires school district to give consent, with limited exceptions. Prohibits school districts from charging tuition or entering into contracts for admission for nonresident students. Removes cap on percentage of students from school districts who may attend certain virtual public charter schools.

Relating to the environmental impact of camping sites used by homeless individuals on the waters of the state; prescribing an effective date.

Authorizes any person to submit complaint to Department of Environmental Quality if person reasonably believes that camping site of homeless individuals is causing discharge of wastes into state waters. Directs department to remove individuals from camping site and clean camping site as necessary to protect state waters. Takes effect on 91st day following adjournment sine die.

Relating to the unlawful disclosure of information about crime victims.

Creates crime of unlawful disclosure of information about victim of sexual assault or sex trafficking. Punishes first offense by maximum of 364 days' imprisonment, $6,250 fine, or both. Punishes second or subsequent offense by maximum of five years' imprisonment, $125,000 fine, or both.

Relating to bioengineering for the protection of coastal resources.

Allows Department of Land Conservation and Development, Department of State Lands or Department of Transportation to allow bioengineering to protect coastal resources. ] Requires Land Conservation and Development Commission to adopt rules by January 1, 2026, to allow soil bioengineering systems for shoreline stabilization. Allows Department of State Lands and State Parks and Recreation Department to adopt conforming rules by January 1, 2027.
