Allows the siting and operation of a small modular reactor energy facility without requiring that the proposed site certificate for the small modular reactor energy facility be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.

Requires the State Department of Fish and Wildlife and Department of Environmental Quality to study the impacts of wildfire on water quality of streams and tributaries. Directs the departments to submit findings to the interim committees of the Legislative Assembly related to water not later than September 15, 2026. Sunsets January 2, 2027.

Directs the Housing and Community Services Department to establish and administer a pilot program to award grants to counties. Requires recipient counties to establish a home modification program that awards grants to homeowners to develop and rent interior auxiliary dwelling units within an urban growth boundary or an area zoned for rural residential use . [ Prevents auxiliary dwelling units developed by the grant from triggering recalculation of property value for property tax purposes. Applies to assessment years beginning January 1, 2026, and before January 1, 2032. ] Sunsets on January 2, 2034. Takes effect on the 91st day following adjournment sine die.
Appropriates moneys from the General Fund to the State Department of Agriculture to fund a grant program related to establishments that process and sell meat products. Extends the grant program. Declares an emergency, effective July 1, 2025.
