Prohibits school district, community college district and certain education service district and community college district ] elections from being conducted in manner that impairs ability of members of protected class to have equal opportunity to elect candidates of their choice as result of dilution or abridgment of rights of electors who are members of protected class. Establishes processes to ensure compliance with prohibition. Requires Secretary of State to ensure that forms used to nominate candidates for elected office to board of school district, education service district or community college district ] give candidate option of providing candidate's race and ethnicity.

Limits extension that Land Use Board of Appeals may provide petitioner whose objection to record is denied to 14 days from later of original deadline or date of denial. Prohibits board from accepting petitioner's motions to take evidence not in record after period to object to record. ] Authorizes board to award attorney fees for motions filed without merit.

Prohibits county from considering property tax classification of dwellings that were previously removed, destroyed, demolished or converted to nonresidential uses when reviewing application for replacement dwelling on lands zoned for exclusive farm use.

Authorizes Long Term Care Ombudsman to hire up to 10 deputy ombudsmen. Declares emergency, effective on passage.

Authorizes counties to establish safety corridors and directs counties to post signs in selected safety corridors. ] Directs Department of Transportation to establish county safety corridor program. Establishes County Safety Corridor Advisory Group. Imposes reporting obligations on counties in pilot program. Sunsets January 2, 2026.

Directs Chief Medical Examiner to complete and file report of death for person within 45 days after receiving report from Search and Rescue Coordinator, in conjunction with county sheriff, that person is missing in wilderness and presumed dead. ] Establishes process for completing and filing report of death for person missing in wilderness or forested environment and believed to be deceased.

Changes process for forming or dissolving livestock district, annexing land to livestock district or withdrawing land from livestock district.

Allows dog training classes to be conducted in farm buildings existing on January 1, 2019, within counties that adopted marginal lands provisions. Allows counties to approve up to five additional one-year extensions of land use permits for residential development. Declares emergency, effective on passage.

Requires institutions of higher education to both adopt written policies and require certain individuals to participate in annual training on sexual harassment, sexual assault, domestic violence, dating violence and stalking. Establishes required content for policies and training.

Expands list of hospitals whose medical staff may qualify for specified income tax credit. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.
