Requires State Department of Energy to adopt by rule program for providing rebates for purchase, construction or installation of residential and certain nonresidential solar electric systems and paired solar and storage systems. Sets forth rebate limits under program. Establishes Rooftop Solar Incentive Fund. Continuously appropriates moneys in fund to department to issue rebates. Limits total amount of rebates issued annually for nonresidential systems. Requires certain amount of rebates issued annually to be for systems installed for low or moderate income residential customers and low-income service providers. Appropriates moneys from General Fund to department for deposit in Rooftop Solar Incentive Fund. ] Requires department to submit annual report on program to Legislative Assembly. Expands types of entities that may receive grant from Farm-to-School Grant Program to purchase food produced or processed in state or to identify sources of foods or to process foods. Expands purposes for which grant may be used. Creates grant to encourage and sustain successful efforts related to program. Expands types of entities that may receive grant for food-based, agriculture-based or garden-based educational activities. Directs Department of Education to evaluate effectiveness of program and to ensure that technical assistance, training and resources are provided to certain entities. Establishes Task Force on Access to Quality Affordable Child Care to solicit input from underserved populations, to research past and current use of child care subsidies, to study state and federally funded child care and early learning programs, to develop recommendations to improve access to and affordability of child care and to report recommendations to Legislative Assembly no later than September 15, 2020. ] Sunsets December 31, 2020. ] Establishes Task Force on Access to Quality Affordable Child Care to study ways to increase use of and access to child care subsidies and to report recommendations to Legislative Assembly no later than December 31, 2020. Directs Early Learning Division to study existing child care subsidy programs in Oregon and submit report of its findings to task force no later than December 31, 2019. Directs division to study supply and demand for child care by geography and household demographic information and submit report of its findings to task force no later than June 30, 2020. Directs division to study barriers to accessing existing child care subsidies and submit report of its findings to task force no later than June 30, 2020. Authorizes division to contract with third-party research organization to assist with or complete study or report obligations. Sunsets January 2, 2021. Declares emergency, effective on passage.
Allows State Department of Fish and Wildlife to refuse or condition disclosure of information relevant to department ability to manage or protect described fish or wildlife species or individual members or populations of species. Creates exceptions ] exception to refusal authority . Exempts information from disclosure as public record. Makes disclosure criteria and public record law exemption retroactive to September 1, 2018. Validates department nondisclosures of information since September 1, 2018. Sunsets January 2, 2024. Declares emergency, effective on passage.
Limits actions of persons that take clams for commercial purposes. ] Requires State Department of Fish and Wildlife to limit take of clams for commercial purposes. ] Requires State Department of Fish and Wildlife to annually assess take of clams for commercial purposes in Oregon and produce certain surveys of clam populations every six years. ] Establishes permit fees for resident and nonresident permits to take clams for commercial purposes. ] Requires State Department of Fish and Wildlife to produce survey of bay clam populations in priority areas of Tillamook Bay. Requires department to establish and appoint Tillamook Bay Clam Advisory Committee. Specifies advisory committee duties. Provides time lines for appointment and initial meeting of advisory committee. Requires department to report to interim committee of Legislative Assembly on or before December 31, 2022, regarding advisory committee recommendations.
Establishes Oregon Conservation and Recreation Fund. Appropriates fund moneys to State Department of Fish and Wildlife for carrying out activities serving to protect, maintain or enhance fish and wildlife resources in Oregon. Establishes Oregon Conservation and Recreation Advisory Committee to review department policies regarding use of fund moneys and make recommendations regarding use of fund moneys for implementing and administering department activities. Provides for transferring specified amount of moneys ] Appropriates moneys from General Fund to Emergency Board for allocation to department for purposes of Oregon Conservation and Recreation Fund for biennium beginning July 1, 2019. Makes release of appropriation by board to department contingent on deposit into fund of equal amount of moneys from sources other than federal or state government. Abolishes fund July 1, 2021, and transfers available fund moneys to General Fund. Sunsets related activities and advisory committee January 2, 2022. Declares emergency, effective July 1, 2019.

Provides that brownfield granted property tax incentive benefit under chapter 96, Oregon Laws 2016, is eligible for ] may be granted any other special assessment, exemption or partial exemption granted under other law ] for which such property is eligible. Provides that total amount of all property tax benefits granted to brownfield under any law may not reduce property tax liability below zero for any property tax year. Provides that eligible costs of brownfield for purposes of determining property tax incentive benefit under chapter 96, Oregon Laws 2016, shall be reduced by any special assessment, exemption or partial exemption granted to brownfield under any law other than chapter 96, Oregon Laws 2016. ] Requires jurisdiction granting brownfield property tax incentive benefit to specify how jurisdiction intends to apply multiple property tax benefits and to notify county assessor of intended application. Takes effect on 91st day following adjournment sine die.
