Relating to transportation network companies; prescribing an effective date.

Requires transportation network company that operates in this state to obtain license from Department of Transportation. Requires department to establish licensing and regulatory program by rule and specifies conditions for obtaining license. Requires transportation network company to keep certain records and to make certain disclosures to participating drivers and riders. Requires transportation network company to conduct criminal background check on individuals who apply to become participating drivers and to deny applications based on specified criteria. Requires transportation network company to perform criminal background check each year after engaging participating driver. Requires transportation network company to adopt, and oblige participating drivers to follow, certain policies. Specifies automobile insurance coverage requirements for participating drivers. Permits insurers to exclude coverage for activities in which individual engages as participating driver. Permits department each quarter to inspect random sample of certain records that transportation network company maintains solely for purpose of verifying that transportation network company is complying with Act and to investigate and resolve complaint against transportation network company or participating driver. Permits department to inspect additional records if department determines that transportation network company is not in compliance. Requires transportation network company to bar participating driver from digital network if transportation network company substantiates certain complaints against participating driver. Permits transportation network company to share certain information with department or local government for purposes of transportation planning. Permits local law enforcement ] department to enter into intergovernmental agreement with state agency or local government to enforce certain provisions of Act under specified conditions. Requires department to specify by rule guidelines for enforcement. Permits department to impose by rule fee that is sufficient, when aggregated, to meet expenses that state agencies and local governments incur for enforcement. Permits department to impose fee of 10 cents per ride for enforcement activities in jurisdictions with which department does not have intergovernmental agreement. Permits department to collect fee to disburse to local governments for enforcement and separate fees ] other fees for administering provisions of Act and for deploying charging stations and related infrastructure for electric vehicles throughout state. Sunsets fee for charging stations and related infrastructure for electric vehicles on January 1, 2026. Permits local government to charge fee for purpose of establishing and implementing transportation program for people who use wheelchairs. Permits department to impose civil penalty for violation of provisions of Act. Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.

Relating to ocean beaches; declaring an emergency.

Appropriates moneys to State Parks and Recreation Department for outreach and development of educational signs warning public about natural dangers of ocean beaches. Declares emergency, effective July 1, 2019.

Relating to program providing financial assistance to recipients who receive supplemental nutrition assistance; declaring an emergency.

Requires Department of Human Services to adopt by rule program that provides financial assistance to recipients of supplemental nutrition assistance for purchasing locally grown fruits and vegetables from participating farmers' markets, farm share sites and retail outlets. Requires program match amounts that recipient spends on certain eligible foods. Appropriates moneys from General Fund to department to implement program. Declares emergency, effective on passage.

Relating to coordinated care organizations; declaring an emergency.

Directs Public Employees' Benefit Board and Oregon Educators Benefit Board to establish pilot program allowing public employees to obtain health services from coordinated care organizations. Directs Public Employees' Benefit Board, Oregon Educators Benefit Board, Oregon Health Authority and Department of Consumer and Business Services to establish pilot program to consolidate health care coverage under health benefit plans offered by boards with coverage under state medical assistance program. Specifies requirements for pilot program. Requires authority and department to report on pilot program to committees of Legislative Assembly related to health care in 2021, 2023 and 2025. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.

Relating to tax lien foreclosure proceeds; prescribing an effective date.

Requires county treasurer to distribute excess proceeds from sale of real property acquired by foreclosure of delinquent tax liens, or by exchange for land originally acquired by foreclosure of delinquent tax liens, to holders of liens unsatisfied at time of foreclosure and to property owner at time of foreclosure or any transferee or successor in interest of owner. Requires county treasurer to provide notice of distribution requirements and process to lienholders and owners. Requires circuit court to determine priority of liens. Provides that total amount distributed may not exceed amount of unsatisfied liens and equity interest of owner at time property was deeded to county. Takes effect on 91st day following adjournment sine die.

Relating to primary care.

Modifies definitions of "primary care" and "total medical expenditures" for purpose of reports on spending for primary care by insurance carriers, Public Employees' Benefit Board, Oregon Educators Benefit Board and coordinated care organizations. Requires all ] carriers , providing specified health insurance ] Public Employees' Benefit Board, Oregon Educators Benefit Board and coordinated care organizations to report on spending anticipated in upcoming year on primary care , and ] on use of alternative payment methodologies for reimbursing costs of primary care and on percentage of spending on primary care that uses alternative payment methodologies . Requires Department of Consumer and Business Services and Oregon Health Authority to prescribe by rule percentage of primary care expenditures that must be reimbursed using alternative payment methodologies.

Relating to seafood processing.

Requires employers of seafood processors to calculate applicable overtime pay for employees on daily and weekly basis and pay greater of two amounts. ] Removes substantive language from definition of "workweek. ] Repeals exemption for seafood processors from overtime requirements applicable to persons employed in canneries, driers and packing plants.
