Requires each community college colleges ] and each college and university universities ] operating in this state that offers baccalaureate degree programs and receives receive ] state financial aid to adopt written policy on hazing, provide on-campus policy training on hazing and annually report to Higher Education Coordinating Commission ] Legislative Assembly number of hazing incidents reported and investigated by community college , college or university during previous academic year. Requires commission to annually report to Legislative Assembly number of hazing incidents reported and investigated by community colleges and universities during previous academic year. ].

Requires outfitters and guides to rent, sell or otherwise make available helmets to all passengers on any section of waters rated as class III or higher on commonly accepted scale of river difficulty .

Allows professional licensing board to issue nonrenewable temporary authorization to spouse of member of Armed Forces of United States stationed in Oregon and who holds eligible out-of-state authorization to provide occupational or professional service. Specifies expiration date of temporary authorization. Takes effect on 91st day following adjournment sine die.

Changes name of Silver Creek Heritage Grove in Elliott State Forest to Jerry Phillips Reserve.

Expresses support for tribal recognition, self-determination and economic independence.

Directs Department of State Police to study how to increase and improve criminal justice resources relating to missing and murdered Native American women in Oregon and report to appropriate committee or interim committee of Legislative Assembly no later than September 15, 2020. Requires long term care facilities, residential facilities and adult foster homes to provide residents with information developed by Long Term Care Ombudsman describing availability and services of Long Term Care Ombudsman. Excuses Long Term Care Ombudsman from reporting abuse of person who is 65 years of age or older or who is residing in long term care facility if report would violate federal law. Authorizes executive director of Oregon Ocean Science Trust to enter into agreement with private, nonprofit organization under which organization shall solicit gifts, grants and donations in support of work of trust. Declares emergency, effective on passage.

Provides that federally recognized Indian tribes in Oregon may apply for grants under emergency preparedness equipment grant program.

Clarifies that sexual orientation and transgender status are ] is not considered physical or mental impairments ] impairment and that individual does not have disability solely by reason of individual's sexual orientation . Removes provision that employer may not be found to have engaged in unlawful employment practice solely because employer fails to provide reasonable accommodation to individual for disability arising out of individual's transgender status. Declares emergency, effective on passage.
