Requires health care providers, including coordinated care organizations, and ] companies providing health care interpreters to health care providers to use health care interpreters who are listed on health care interpreter registry as being qualified or certified by Oregon Health Authority. Specifies ] Requires authority to adopt by rule exceptions. Directs Commissioner of Bureau of Labor and Industries to establish by rule standards, policies and processes to monitor compliance with and enforce requirements. Requires authority to cooperate with Oregon Council on Health Care Interpreters to ] establish registry of qualified and certified health care interpreters and provide statewide health care interpreter training . Requires authority, by September 15, 2020, to make recommendations ] report to interim committee of House of Representatives related to health on design of health care interpreter program meeting specified criteria ] costs to implement establishment of health care interpreter registry and to provide health care interpreter training . Requires companies providing health care interpreters to register with authority and meet certain requirements. ] Makes health care interpreters subject workers for purposes of workers' compensation benefits. Modifies protective proceedings to permit vulnerable youth guardianships for adults between 18 and 21 years of age who are not citizens or lawful permanent residents of United States ] eligible for special immigrant status and who are unable to be reunified with parent due to abuse, neglect or abandonment that occurred before adult attained 18 years of age. Creates exceptions to certain protective proceeding procedural requirements in vulnerable youth guardianships. Exempts vulnerable youth guardianships from court fees. Takes effect on 91st day following adjournment sine die.
Modifies procedure for expunction of certain juvenile records. Directs juvenile department to initiate statutory expunction process for juvenile records relating to contact that did not result in referral to juvenile court. Directs juvenile department to apply for expunction of juvenile records if juvenile had contact with juvenile department but was never found to be under jurisdiction of juvenile court. Changes punishment for releasing all or part of expunged record from misdemeanor to violation punishable by maximum of $2,000 fine. Modifies process for access to counsel for persons seeking to file application for expunction of juvenile records. Directs Oregon Youth Authority, in collaboration with county juvenile departments and Judicial Department, to submit report and recommendations for legislation regarding juvenile expunction process to interim committees of Legislative Assembly relating to juveniles. Appropriates moneys from General Fund to Oregon Youth Authority to distribute to juvenile departments for certain expunction activities. ] Takes effect on 91st day following adjournment sine die.

Provides that student who legally entered United States under Compact of Free Association treaty between United States and Republic of Palau, Republic of the Marshall Islands or Federated States of Micronesia and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Provides that student who is refugee or special immigrant visa holder and who has not previously established residence in any state or territory of United States other than Oregon qualifies for exemption from nonresident tuition and fees at public universities and is eligible to receive state and university scholarships or other financial aid. Directs Higher Education Coordinating Commission to provide mission differentiation funding if specified enrollment threshold is met. Declares emergency, effective on passage.
Requires statement of economic interest to include certain information about sources of income for business in which public official or candidate, or member of household of public official or candidate, is officer , or ] holds directorship or does business under if source of income has legislative or administrative interest and 10 percent or more of total gross annual income of business comes from that source of income. Prohibits candidate or principal campaign committee of candidate from expending campaign moneys for professional services rendered by certain businesses required to be listed on candidate's statement of economic interest. Creates exceptions.
Decreases biennial appropriation from General Fund to Department of Veterans' Affairs. ] Appropriates moneys from General Fund to Long Term Care Ombudsman ] Allocates lottery moneys from Veterans' Services Fund to Long Term Care Ombudsman for purpose of providing public guardian and conservator services to veterans. Prescribes grace periods for payment of premiums on certain types of health insurance. Requires notice for nonpayment of premiums to be mailed specified number of days prior to end of grace period. Authorizes Department of Consumer and Business Services to prescribe by rule content of notices sent for nonpayment of premiums. Takes effect on 91st day following adjournment sine die.
Directs portion of remainder of sums collected from employers as civil penalties for violations of certain employment laws to be credited to Bureau of Labor and Industries Account to provide technical assistance to employers and portion of remainder of sums collected to be credited to Wage Security Fund. Caps total amounts credited to Bureau of Labor and Industries Account and to Wage Security Fund at $290,000 per year. Directs any amount remaining that exceeds cap to be paid to Department of State Lands for benefit of Common School Fund. ] Allows payment from Wage Security Fund to be made to wage claimant for wages earned and unpaid in event that Commissioner of Bureau of Labor and Industries has obtained judgment in action or has issued final order in administrative proceeding for collection of wage claim. Directs bureau to submit to interim committees of Legislative Assembly related to business and labor, by September 15, 2022, report that describes how moneys credited to Bureau of Labor and Industries Account were spent on providing technical assistance to employers. Establishes Task Force on Political Campaign Contribution Limits. Directs task force to study and make recommendations on how to best establish political campaign contribution limits in Oregon. Sunsets task force on July 2, 2021. Delays operative date for Ballot Measure 47 (2006) to later of date on which Oregon Supreme Court issues decision that renders Ballot Measure 47 operative or July 1, 2021. Repeals operative date provision if Oregon Supreme Court does not issue a decision that renders Ballot Measure 47 operative on or before July 1, 2021. ] Establishes operative date of July 1, 2021, for Ballot Measure 47 (2006). Directs Secretary of State to adopt rules to implement Ballot Measure 47 (2006) and to issue proposed rules no later than December 31, 2020. Provides original jurisdiction to Supreme Court for judicial review of Ballot Measure 47 (2006). Repeals operative date, rules and original jurisdiction provisions if Supreme Court issues court decision in Multnomah County v. Elizabeth Trojan that does not render Ballot Measure 47 (2006) operative under section 9 (f), chapter 3, Oregon laws 2007 (Ballot Measure 47 (2006)). Declares emergency, effective on passage.
