Becomes operative January 1, 2022. Prohibits commission from requiring individual plant tracking tags. Becomes operative July 1, 2023. Takes effect on 91st day following adjournment sine die.

Permits adopted former foster children to have amount of tuition and all fees waived if attending defined institutions of higher education for purposes of pursuing initial undergraduate degree. Defines "adopted former foster child." Permits adopted former foster children previously ineligible for waiver of tuition due to being adopted to be eligible for waiver if adoption occurred on or after January 1, 2012. Declares emergency, effective on passage.

Provides that maximum loading weight of motorboat must be less than 4,000 pounds to obtain towed watersports motorboat certificate. Authorizes State Marine Board to conduct study related to increasing prescribed maximum loading weight. Provides that person shall carry towed watersports endorsement if engaged in any towed watersports within Newberg Pool Congested Zone. Takes effect on 91st day following adjournment sine die.

Repeals abolishment of Oregon Conservation and Recreation Fund. Repeals sunset of Oregon Conservation and Recreation Advisory Committee. Appropriates moneys to Emergency Board, out of General Fund, to be allocated to State Department of Fish and Wildlife for purposes of Oregon Conservation and Recreation Fund. Provides that moneys may only be released to department in increments matching deposits into fund from sources other than state government. Declares emergency, effective on passage.
Directs Judicial Department to establish felony domestic violence offender registry website. Directs department to designate employee to serve as registry coordinator. Directs court to notify registry coordinator, and directs coordinator to create entry on registry website, when person is convicted of felony constituting domestic violence. Creates process by which person may request removal from registry website if person has not been convicted of crime within previous 10 years. Becomes operative January 1, 2023.
