Appropriates moneys from the General Fund to the Water Resources Department for specified purposes relating to water resources data collection and monitoring for the biennium beginning July 1, 2025. Declares an emergency, effective July 1, 2025.

Requires the Oregon Health Authority to establish a grant program for the purpose of making grants to entities that provide services related to encouraging and assisting pregnant persons in carrying their pregnancies to term. Establishes the Pregnancy Assistance Fund and continuously appropriates moneys in the fund to the authority for the purpose of making grants. Specifies a minimum biennial amount that must be deposited in the fund. Specifies that the authority may reimburse abortions as part of this state's medical assistance program only if the abortion is necessary to avoid the impairment of the pregnant person's major bodily functions or if the pregnancy is the result of rape or incest. Refers the Act to the people for their approval or rejection at the next regular general election.
Directs the Water Resources Department to study water banks. Directs the department to submit findings to the interim committees of the Legislative Assembly related to water not later than September 15, 2026.
Digest: Demands at least 8% of those who voted in the last election for a Governor to sign an IM petition. Demands at least 10% of those who voted in the last election for a Governor to sign a petition to amend the Constitution. Demands that signatures must come from among all congressional districts. Proposes an amendment to the Oregon Constitution to require petition signatures for initiative laws to contain at least eight percent of the total votes cast for all candidates for Governor at the last general election at which a Governor was elected divided equally among the congressional districts of this state. Proposes an amendment to the Oregon Constitution to require petition signatures for initiative amendments to the Oregon Constitution to contain at least ten percent of the total votes cast for all candidates for Governor at the last general election at which a Governor was elected divided equally among the congressional districts of this state. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Increases the penalty for operating an unmanned aircraft system over a critical infrastructure facility that is a correctional facility or youth correction facility. Makes the crime punishable by a maximum of five years' imprisonment, $125,000 fine, or both. Provides that, upon conviction, the court shall order that the unmanned aircraft system be forfeited. Takes effect on the 91st day following adjournment sine die.
Directs the Oregon Department of Administrative Services to provide a grant to a nonprofit organization to establish a collaborative center in Harney County. Takes effect on the 91st day following adjournment sine die.
Directs the Oregon Health Authority to establish a toll-free pregnancy resources hotline to provide information and assistance to pregnant persons seeking abortions in this state. Defines "medical emergency" for purposes of determining when an abortion is medically necessary. Prohibits the performance of an abortion unless the pregnant person consulted with the pregnancy resources hotline at least 48 hours prior to the procedure. Creates an exception. Directs the authority to conduct annual records audits to ensure compliance with the provisions of the Act. Creates a penalty for noncompliance of $5,000 for each separate violation. Exempts specified records and information from public disclosure. Creates exceptions.

Appropriates moneys from the General Fund to the Higher Education Coordinating Commission for distribution to the University of Oregon and Portland State University for water-related research and grants. Takes effect on the 91st day following adjournment sine die.
Directs the Oregon Department of Administrative Services to [ enter into a contract with ] distribute moneys to the Oregon Association of Water Utilities to provide technical assistance, or enter into a contract with a third party to provide technical assistance, to address the needs and vulnerabilities of small and very small community water systems, construct and equip a water utility training center and employ three staff to provide related support and resources. Appropriates moneys from the General Fund to the department to carry out the [ contract ] Act . Declares an emergency, effective on passage.
