Relating to vaccination against COVID-19; declaring an emergency.

Prohibits public body from issuing COVID-19 vaccine passport. Prohibits person or public body from requiring individual to state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Prohibits person or public body from requiring individual to wear face covering if individual does not state or document vaccination against or immunity to COVID-19 in order to access certain amenities. Declares emergency, effective on passage.

Relating to voter registration; prescribing an effective date.

States explicitly that voter's political party affiliation may be changed only by voter. Requires Department of Transportation to ask whether person who may qualify wants to participate in automatic voter registration or automatic update of voter registration. Prohibits department from transmitting material for person who does not want to participate to Secretary of State. Requires department to inform each person who wants to be automatically registered to vote or to have voter information automatically updated about address confidentiality programs. Extends period person has to return notification from Secretary of State before person is automatically registered to vote from 21 days to 30 days. Requires department to adopt uniform policy regarding whether and how to permit voters to directly request political party affiliation. Takes effect on 91st day following adjournment sine die. .

Relating to career and technical student organizations; declaring an emergency.

Directs Department of Education to coordinate with Oregon career and technical student organizations in support of organizations for purposes of increasing student achievement and leadership and improving graduation rates, college preparation and career placement for students enrolled in career and technical student organization courses. Establishes grant program for purpose of allowing school districts to provide summer and after-school career and technical student organization courses. Declares emergency, effective July 1, 2021.

Relating to local marijuana taxes; prescribing an effective date.

Increases maximum percentage of tax or fee that governing body of city or county may impose on sale of marijuana items. Requires percentage of newly enacted or increased amount to be transferred to county in which collecting retail establishment is located, provided county is eligible for Oregon Marijuana Account distributions. Applies to marijuana items sold on or after January 1, 2022. Takes effect on 91st day following adjournment sine die.

Relating to the Governor's emergency powers authority; prescribing an effective date.

Limits Governor's ability to exercise authority conferred on Governor during declared state of emergency to no more than 60 days' duration, unless Legislative Assembly authorizes continued state of emergency. Requires continued authorization of state of emergency by Legislative Assembly every 60 days. Takes effect on 91st day following adjournment sine die.

Requires legislative committees to extend same courtesies to members of county governing bodies as are extended to members of Legislative Assembly when testifying, including but not limited to order of testimony taken and length of testimony allowed.
