Relating to education services provided to students with a disability; declaring an emergency.

Prescribes requirements for providing education to student with disability during COVID-19 emergency. Directs Department of Education to convene advisory group for purpose of assisting students with disability to meet their individual educational needs during COVID-19 emergency. Directs department to establish process to provide compensatory or recovery educational services and for parents to resolve related claims. Declares emergency, effective on passage.

Relating to reports of child abuse.

Reclassifies offense of false report of child abuse. Increases maximum penalty to five years' imprisonment, $125,000 fine, or both.

Relating to nondiscrimination in public education; declaring an emergency.

Prohibits public institution of education or educational employee from requiring, compelling, coercing or otherwise directing student to acknowledge, affirm, declare, confess, state or in any way act in accordance with belief that any race, ethnicity, color, sex, gender, religion or national origin is inherently superior or inferior to another, that individual may be discriminated against or treated in different manner on basis of individual's membership in particular group or classification, or that any individual, by virtue of individual's membership in particular group or classification, endorses, benefits uniquely from or is inherently responsible for actions that other individuals with membership in same group or classification have taken. Prohibits public institution of education from providing, withholding or conditioning grading, academic credit or other educational benefits on basis of student's compliance with prohibited actions. Prohibits distinguishing between, classifying or assigning benefits or detriments to student on basis of student's membership in particular group or classification. Prohibits using public moneys for prohibited purposes. Permits any person to bring action to enjoin educational employee or public institution of education from taking prohibited action. Declares emergency, effective on passage.

Relating to the use of county lottery distributions for the Regional Solutions Program.

Provides that counties may authorize Oregon Department of Administrative Services to make deductions from lottery revenues dedicated to county economic development purposes may be transferred to Oregon Department of Administrative Services ] to pay for portion of costs of regional solutions coordinators within Regional Solutions Program.

Relating to candidate filings.

Requires Secretary of State to establish electronic filing system to allow candidates for nomination or election to county, city or special district office within county to file portrait and statement electronically with secretary if candidate cannot have portrait and statement printed in county voters' pamphlet. Requires secretary to post candidate portrait and statements on website. Requires county to include in county voters' pamphlet list of all offices whose candidates may post portraits and statements on Secretary of State's website and website address where portraits and statements will be posted.

Relating to disposition of unclaimed bodies of indigent persons.

Modifies definition of "indigent person" for purposes of disposition of unclaimed bodies of deceased indigent persons. Requires State Mortuary and Cemetery Board to reimburse funeral establishment for costs of disposition of body of indigent person in amount of $500.

Relating to individual development accounts.

Establishes Individual Development Account Fund. Continuously appropriates moneys in fund to Housing and Community Services Department to support fiduciary organizations' development of individual development accounts. Modifies individual development account program and decouples program from sunset tax credit program. ] Appropriates moneys to the fund. ] Extends and modifies tax credits for donations for individual development accounts. Applies to tax years beginning on or after January 1, 2022, and before January 1, 2028. Modifies individual development account program.

Relating to telecommunicators.

Provides that Legislative Assembly finds and declares that telecommunicators are first responders. Provides that telecommunicator qualifies as police officer under Public Employees Retirement System. Provides that telecommunicator employed on effective date of Act is entitled to service in retirement system as police officer for all service performed as telecommunicator.
