Allows electors of county to approve measure allowing use of dogs for hunting, pursuing or taking cougars within county. Authorizes State Department of Fish and Wildlife to issue resident of approving county special cougar tag that allows use of dogs for hunting, pursuing or taking cougars within county.
Exempts receipts from sales of agricultural, floricultural, horticultural, viticultural or food products from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Creates income or corporate excise tax credit for electric utility that purchases electricity produced using a fuel source that is at least 50 percent qualifying western juniper biomass. Directs Oregon Health Authority to establish and administer Pregnancy Launch Program to provide certain services to specified persons. Prohibits authority from contracting for provision of program services with organization that directly or indirectly promotes, refers for or assists pregnant persons in obtaining abortions. Directs authority to establish pregnancy resources hotline. Requires hotline to automatically connect pregnant persons seeking abortions with organizations providing services through Pregnancy Launch Program. Exempts specified records and information from public disclosure. Creates exceptions. Requires specified reports. Becomes operative January 1, 2024. Takes effect on 91st day following adjournment sine die.
Establishes Place-Based Water Planning Fund. Continuously appropriates moneys in fund to Water Resources Department for purposes related to water planning. Directs Water Resources Director to use moneys in fund for certain purposes related to place-based integrated water resources plans and associated activities. Declares emergency, effective on passage.
Authorizes certain Deschutes Basin irrigation districts to temporarily allow change of place of use of water, or change in point of diversion, within Deschutes Basin irrigation districts. Sunsets authorization on January 2, 2030. Declares emergency, effective on passage.
Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district. Establishes open enrollment process for school districts to allow students to attend schools in nonresident school district with consent of receiving school district. Directs district school boards to adopt and implement policy that provides for establishment of education savings accounts for students who are considered residents in school district to use for educational expenses.
Authorizes landowners who meet certain criteria to petition for formation of predator damage control district as funding mechanism to pay actual costs to county of preventing, reducing and mitigating damage to property from predatory animals. Defines "prevent, reduce and mitigate damage to property from predatory animals" to include both lethal and nonlethal methods of prevention, reduction and mitigation. Establishes presumptive charges of $2 per acre for tax lots of 10 or more acres and $50 flat rate charge for tax lots of less than 10 acres. Creates cause of action under district program for counties, landowners, districts and cities involved in program. Takes effect on 91st day following adjournment sine die.
