Appropriates moneys from General Fund to Department of State Police for biennium beginning July 1, 2023, to increase capability of department's forensic laboratories to conduct analyses of blood for controlled substances.
Proposes amendment to Oregon Constitution to increase number of Senators serving in Legislative Assembly to 36 and modify Senate legislative districts to be coterminous with county boundaries. Refers proposed amendment to people for approval or rejection at next regular general election.
Establishes Wallowa Rural and Recreational Economic Development Board. Directs board to, in collaboration with Oregon Business Development Department, formulate and implement strategies and practices for strategic investment in workforce housing, workforce development and economic development in Wallowa Rural and Recreational Economic Development Region and to make grants or loans to eligible applicants in region. Sets forth duties, functions and responsibilities of department and board. Allows county to partition and rezone up to 50 acres of lands within region from resource use to residential uses. Sunsets January 2, 2035. Establishes Wallowa Rural and Recreational Economic Development Board Fund and continuously appropriates moneys to department for distribution to board for purposes set forth in Act. Appropriates moneys to department for deposit in fund. Declares emergency, effective on passage.
Models requirements for composition of State Fish and Wildlife Commission on requirements for composition of State Board of Agriculture.
Clarifies role of district school board in selecting or developing courses of study and in implementing courses of study. Provides that State Board of Education may require courses of study only as prescribed by statute.

Amends reporting requirements for real estate transaction sampling of domestic wells to require labs conducting tests to submit results to Department of Environmental Quality. Requires department to make results of tests available to public and provide results of tests to Oregon Health Authority. Authorizes authority to analyze results of tests and conduct ground water contaminant education and outreach. Becomes operative July 1, 2024.
