Exempts receipts from sales of agricultural, floricultural, horticultural, viticultural or food products from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Directs Oregon Health Authority to develop and maintain electronic system to collect information about administration of naloxone or other specified drugs, and deaths resulting from opioid overdose. Requires specified individuals to report information to electronic system. Takes effect on 91st day following adjournment sine die.
Creates income or corporate excise tax credit for electric utility that purchases electricity produced using a fuel source that is at least 50 percent qualifying western juniper biomass. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Exempts repair or replacement of artificial obstruction smaller than 15 feet across from fish passage mandates. Exempts dam that provides hydropower, drinking water or irrigation water from fish passage mandates under certain circumstances. Removes requirement that State Fish and Wildlife Commission review exemptions from fish passage mandates. Removes requirement that certain commission determinations be submitted to Federal Energy Regulatory Commission.
Prohibits tolling on state highways until January 2, 2026. Provides exception for Interstate 5 bridges that cross Columbia River. Establishes Task Force on Tolling. Sunsets task force on December 31, 2027. Declares emergency, effective on passage.
Directs Oregon Health Authority to establish and administer Pregnancy Launch Program to provide certain services to specified persons. Prohibits authority from contracting for provision of program services with organization that directly or indirectly promotes, refers for or assists pregnant persons in obtaining abortions. Directs authority to establish pregnancy resources hotline. Requires hotline to automatically connect pregnant persons seeking abortions with organizations providing services through Pregnancy Launch Program. Exempts specified records and information from public disclosure. Creates exceptions. Requires specified reports. Becomes operative January 1, 2024. Takes effect on 91st day following adjournment sine die.
Establishes Place-Based Water Planning Fund. Continuously appropriates moneys in fund to Water Resources Department for purposes related to water planning. Directs Water Resources Director to use moneys in fund for certain purposes related to place-based integrated water resources plans and associated activities. Declares emergency, effective on passage.
Requires Land Conservation and Development Commission to update rules adopted in response to Governor's executive order on climate to address specific issues. Prohibits enforcement of climate rules until updated. Sunsets January 2, 2028. Declares emergency, effective on passage.
Directs Department of Early Learning and Care to establish and implement child care provider incentive program. Establishes Child Care Provider Incentive Fund. Takes effect on 91st day following adjournment sine die.
Prohibits State Fish and Wildlife Commission from designating private property as essential, important, probable or possible habitat without verifiable evidence of sensitive species, threatened species or endangered species on property.
